NP-009-17 “Nuclear Safety Regulations for Research Reactors” is coming into effect

On September 11 the Federal Safety Regulations “Nuclear Safety Regulations for Research Reactors” (NP-009-17) is coming into effect.

The Federal Safety Regulations (FSR) stipulates the requirements to the design, performance characteristics and operating conditions of systems and elements of research reactors, as well as organization requirements aimed at nuclear safety of research reactors.

The FSR will be issued to replace “Nuclear Safety Regulations for Research Reactors” (NP-009-04). The FSR has been developed on the basis of the regulatory legal acts of the Russian Federation, FSR in the field of atomic energy use, and considering the IAEA requirements and recommendations in the part of nuclear safety of research reactors.

Order of Rostechnadzor is No. 295 “On Approval of the Federal Safety Regulations in the Field of Atomic Energy Use “Nuclear Safety Regulations for Research Reactors”” of August 4, 2017, registered in the Ministry of Justice of Russia on August 31, 2017 under the registered No. 48033.

The FSR has been developed in SEC NRS with the participation of A.M. Kirkin, A.V. Kuryndin, (SEC NRS), D.N. Polyakov, A.I. Sapozhnokov (Rostechnadzor) and etc.

Suggestions and remarks of the State Corporation ROSATOM, JSC «SSC RIAR», JSC NIKIET, JSC “Afrikantov OKBM”, MEPhI NRNU, NRC “Kurchatov Institute”, FSUE OKB “GIDROPRESS”, JSC “IRM”, JSC “NRC RF-PhEI”, Petersburg Nuclear Physics Institute named by B.P. Konstantinov, and Interregional territorial departments for supervision of nuclear and radiation safety of Rostechnadzor were taken into account during the FSR development upon their discussion at the meetings and reaching the agreed decisions.
