SEC NRS took part in the IV International Forum “AtomExpo-2012”

05.06.2012 Employees of the Federal Environmental, Industrial and Nuclear Supervision Service of Russia (Rostechnadzor) and Scientific and Engineering Centre for Nuclear and Radiation Safety (SEC NRS) took part in the International Forum “AtomExpo-2012”, which is held in Moscow.

Mr. Alexey Ferapontov, State Secretary, Rostechnadzor Deputy Chairman, presented a report “Main trends in improvement of the state safety regulation framework in atomic energy use”.

“Sustainable development of the country and its economic growth go hand in hand with the necessity to guaranteed safety in atomic energy use. Unacceptability of any relevant event at nuclear facilities due to its severity and long-term consequences specifies the special attention to nuclear and radiation safety. Any accident will cause severe environmental, economic and social consequences and can terminate the nuclear industry development, where Russia is competitive at the moment”, he said.

In accordance with the legislation of the Russian Federation and the adopted international conventions, the main goal of Rostechnadzor activity, as the state safety regulatory authority in atomic energy use, is to create and support conditions to guarantee as follows:

* comprehensive protection of citizens, society and the state from the threat of unacceptable radiation exposure;
* prevention of uncontrolled spread and use of nuclear materials and radioactive substances.

The purpose of the state policy in the field of nuclear and radiation safety is to consistently reduce to a socially acceptable level the risk of man-induced impact on the public and the environment when using nuclear energy, as well as to prevent emergencies and accidents at nuclear and radiation hazardous facilities.

Mr. A.A. Khamaza, SEC NRS Director, in his turn, presented a report “Enhancement of Legislation in the Field of Atomic Energy Use”, where he noted, that “a significant role in provision of safety in atomic energy use plays the framework of the Federal Safety Regulations, stipulating the mandatory requirements to the safe use of atomic energy”. “At present moment, 90 regulatory documents regulate various aspects of nuclear and radiation safety and have the status of the Federal Safety Regulations in the field of atomic energy use”, he noted.

The framework of the Federal Safety Regulations on the whole complies with the international practice, what was repeatedly recognized by the IAEA.

In order to implement the “Fundamentals of the State Policy in the Field of Nuclear and Radiation Safety of the Russian Federation for the Period until 2025”, approved by the President of the Russian Federation, Rostechnadzor has developed specific proposals for improving the framework of state regulation of safety in the use of atomic energy, including measures related to issues of regulation. In accordance with these proposals, it is necessary to:

* update the Federal Safety Regulations and Safety Guides regulating the issues of decommissioning of nuclear and radiation hazardous nuclear facilities;
* arrange the development of measures aimed at development of the international framework for safe operation of nuclear facilities to be further discussed at the international level;
* improve the framework of the Federal Safety Regulations, Safety Guides regulating the following issues:
- siting of nuclear facilities and their security against external impacts;
- emergency response;
- establishment of criteria for extension of NPP power units lifetime in the context of the events at the Fukushima NPP.
