25.07.2019 Draft of the federal rules and regulations in the field of atomic energy use “Basic provisions for safety of nuclear technology service vessels” has been developed.

“Basic provisions for safety of nuclear technology service vessels”:

• Establish the objectives, basic criteria and principles for nuclear and radiation safety (hereinafter referred to as safety) for nuclear technology service vessels, as well as basic requirements to technical and organizational measures aimed to reach safety. The quantity of implemented principles, criteria and safety requirements shall constitute the federal rules and regulations in the field of atomic energy use, as well as take into account the requirements of international treaties in the field of atomic energy use and safety of merchant shipping. In the absence of necessary normative legal acts the specific technical decisions are justified in accordance with current level of science, technology and industry.
• Are applicable to nuclear technology service vessels stages of design, construction, operation and decommissioning.
• Establish basic requirements to systems and elements that ensure:
• receipt and storage of nuclear fuel at a vessel;
• transport and technological operations with nuclear fuel at a vessel and/or while transmitting nuclear fuel to other vessel (coastal storage center for nuclear fuel);
• receipt, management and storage of radioactive waste at a vessel;
• transmit of radioactive waste to another vessel or to coastal storage center for radioactive waste.
