IN THE FIELD OF ATOMIC ENERGY USE "BASIC RULES

OF ACCOUNTING AND CONTROL OF RADIOACTIVE SUBSTANCES AND RADIOACTIVE

WASTE IN ORGANIZATION"

(NP-067-16)

 

I. Purpose and scope of application

 

1. These Federal codea and standards in the field of atomic energy use “Basic Regulations for Accounting and Control of Radioactive Substances and Radioactive Waste in the Organization” (NP-067-16) (hereinafter as Regulations) are developed in accordance with Federal Law N 170-FZ “On the use of atomic energy” dated November 21, 1995 (Collected legislation of the Russian Federation N 48, 1995, art. 4552; 1997, N 7, art. 808; 2001, N 29, art. 2949; 2002, N 1, art. 2; N 13, art. 1180; 2003, N 46, art. 4436; 2004, N 35, art. 3607; 2006, N 52, art. 5498; 2007, N 7, art. 834; N 49, art. 6079; 2008, N 29, art. 3418; N 30, art. 3616; 2009, N 1, art. 17; N 52, art. 6450; 2011, N 29, art. 4281; N 30, art. 30, art. 4596; N 45, art. 6333; N 48, art. 6732; N 49, art. 26; 2013, N 27, art. 3451; 2016, N 14, art. 1904, art. 1904; N 15, art. 2066; N 27, art. 4289), Federal Law N 190-FZ dated July 11, 2003 N “On handling nuclear wastes and making amendments to certain legal acts of the Russian Federation” (Collected legislation of the Russian Federation N 29, 2011, art. 4281; 2013, N 27, art, 3480),  Decree of the Government of the Russian Federation N 1511 “On approval of Regulation on development and approval of Federal standards and regulations in the field of atomic energy use” dated December 1, 1997 (Collected legislation of the Russian Federation, 1997, N 49, art. 5600; 1999, N 27, art. 3380; 2000, N 28, art. 2981; 2002, N 4, art. 325; N 44, art. 4392; 2003, N 40, art. 3899; 2005, N 23, art. 2278; 2006, N 50, art. 5346; 2007, N 14, art. 1692; N 46, art. 5583; 2008, N 15, art. 1549; 2012, N 51, art. 7203), Decree of the Government of the Russian Federation N 542, “On the procedure of organization of state accounting for and control of radioactive substances and radioactive waste” dated June 15, 2016 (Collected legislation of the Russian Federation N 26, 2016 art. 4050)

2. These Regulations establish requirements for accounting and control of radioactive substances and radioactive wastes (hereinafter RS and RAW) when handling hereof in organizations, including organizations performing work and providing services for handling RS and RAW.

3. The following is subjected to accounting and control in the system of state accounting and control of RS and RAW (hereinafter SSAC of RS and RAW):

RS and nuclear materials (hereinafter NM), not subjected to accounting in the system of state accounting and control of nuclear materials (hereinafter SSAC of NM), forming part of sealedradionuclide sources (hereinafter CRS), if their initial (data sheet) activity is higher or equal to the minimum considerable activity specified in table No. 1 of appendix No. 1 thereto (for mixture of radionuclides - if the sum of relations of data sheet values of radionuclides activity with their values as per table exceeds one);

RS and NM not forming part of CRS <1>, which are not subjected to accounting in the SSAC of NM, if their activity and specific activity is higher or equal to minimum considerable activity and minimum considerable specific activity given in table No. 1 of appendix No. 1 thereto (for mixture of radionuclides  - if the sum of relations of data sheet values of radionuclides activity and specific activity with their values as per table exceeds one);

RS and NM not subjected to accounting in the SSAC of NM, in the fuel irradiated in the nuclear reactor and loaded to the storage location out of the reactor core, including spent nuclear fuel (hereinafter - fuel);

radionuclides contained in discharges and releases into the environment <1>;

RAW, including ones located on radiation-contaminated areas of territories, provided that criteria of attribution to RAW, established by the Government of the Russian Federation, are observed<1>.

4. Requirements of these Regulations do not cover the following:

Military RS used in development, manufacture, test, operation and disposal of nuclear weapons and nuclear power installations of military purposes;

NM subjected to accounting in the SSAC of NM.

 

II. General Provisions

 

5. Basic principles of accounting and control of RS and RAW (hereinafter RS stand for RS and NM to be accounted in the SSAC of RS and RAW) are following:

continuity of accounting and control;

periodicity of inventories;

determination of physical quantity and checking of compliance hereof with accounting data;

timely documentation of operations results;

graded approach to determination of procedures for accounting and control of RS and CRS by accounting for CRS categorization by radiation hazard;

graded approach to determination of procedures for accounting and control of removed RAW by accounting for their classification.

6. Goals of RS and RAW accounting and control in the organization:

accounting of production and generation of RS, generation of RAW, receipt (from other organizations), delivery (to other organizations), transfer (between organization’s departments, as well as process operations), removal of RS and RAW, as well as accounting of RS and RAW during storage hereof;

fixation of data about the number of radionuclides released to the atmosphere and discharged with waste water;

provision of promptness, completeness and reliability of information about location, availability and condition of RS and RAW;

provision of timely assignment of RS to RAW;

provision of integrity of RS and RAW at all handling stages (excluding RS contained in releases to the atmosphere and discharge to the environment);

provision of timely presentation of reporting documents determined in SSAC of RS and RAW;

provision of timely revelation and prevention of failures <1> and abnormalities <2> in the accounting and control of RS and RAW.

<2> Following is not attributed to failures: missing (excessive) RS and RAW, theft or unauthorized use of RS and RAW, revelation of unregistered RS and RAW.

 

7. Accounting and control of RS and RAW shall be performed in the organization and its subdivisions, including territorial separate subdivisions (inclusive branch offices) handling RS and RAW. Requirements for organization of the RS and RAW accounting and control system in territorial separate subdivisions (inclusive branch offices) are applied in the same way to requirements for accounting and control of RS and RAW in the organization (hereinafter the organization stands for an organization or its territorial separate subdivision, the subdivision stands for a structural subdivision of the organization or a territorial separate subdivision).

8. Accounting and control of RS and RAW is allowed to be performed by using information technologies (in accordance with requirements of legal acts of the Russian Federation related to protection of information), also to present reporting documentation in electronic form according to procedure established in legal acts related to accounting and control of RS and RAW.

 

III. General requirements to accounting and control of radioactive

substances and radioactive waste in organization

 

Accounting units of RS and RAW in the accounting and control are following:

for RS forming part of CRS:

individual CRS having data sheet (certificate);

package of similar type CRS having the same data sheet or other accounting document before the moment of dekitting hereof;

for RS not forming part of CRS:

individual item with RS having factory (operational) number and data sheet (certificate) or other accounting document;

amount of RS in the package with certain weight, volume, type of junction, radionuclide composition, having factory (operational) number and data sheet (certificate) or other accounting document;

batch of RS or batch of same-type packages of RS (products with RS) having homogeneous radionuclide composition located in the sealed tare having factory (operational) number and data sheet (certificate) or other accounting document for the batch or each package (product);

batch of RS located within the enclosed controlled space allowing provision of control of access to RS and identification of the batch (also based on the storage location or storage place) and having data sheet of other accounting document;

for RAW not in the form of spent CRS:

aggregate of RAW, weight, volume, physical properties and radionuclide composition of which are determined based on the uniform set of data and results of measurements, having data sheet or other accounting document, located in the sealed or not sealed tare having factory (operational) number, from which no RAW can be removed without failure of integrity of the accounting unit, or located inside the enclosed space;

RAW storage location which is put on hold <1>;

separate area of radiation-contaminated territory or separate zones of radiation-contaminated territory (if zoning of the territory area was performed in accordance with the contamination range);

for RAW in the form of spent CRS:

individual spent CRS;

package with spent CRS in the sealed tare;

for RS in the fuel - irradiated in the nuclear reactor core and loaded to the storage or to a storage location out of the reactor core:

nuclear reactor fuel assemblies (hereinafter SFA), having individual number;

individual fuel element (hereinafter FE) having individual number;

SFA fragments, FE bundle, separate parts f FE or milled parts of FE in the sealed tare (package, sealed bottle) having individual number, or in not sealed tare (package, bottle) having individual number, from which mentioned items can not be removed without failure of integrity of relevant not sealed tare (package, bottle).

10. Peculiarities of CRS accounting:

Manufacturer shall determine and specify the radiation hazard category in the data sheet (certificate) for CRS according to methodology of CRS categorization given in Appendix No. 2 hereto. If no CRS category of radiation hazard was determined by the manufacturer, this shall be established by the CRS owner in the data sheet (certificate) or in separate document;

for CRS with NM subjected to accounting in SSAC of NM, reporting shall be provided within SSAC of RS and RAW according to forms entered into force in SSAC of RS and RAW for CRS.

11. Persons responsible for accounting and control of RS and RAW in each structural subdivision of the organization handling RS and RAW shall be assigned in the organization (branch office, territorial separate subdivision) based on the order of the organization’s director.

12. Centralized service shall be created (or a structural subdivision assigned) in the organization (branch office, territorial separate subdivision) based on the order of the organization’s director, for accounting and control of RS and RAW (hereinafter - centralized service) and members of that service shall be determined. It is allowed to organize centralized services for accounting and control of RS and for accounting and control of RAW separately.

It is allowed to assign a person responsible for accounting and control instead of the centralized service, provided that following conditions are met:

organization has the maximum of four branch offices (territorial separate subdivisions) handling RS and RAW;

the branch office (territorial separate subdivision) has the maximum of five structural subdivisions handling RS and RAW.

13. Basic functions (responsibilities) of the centralized service:

organization and performance of accounting and control of RS and RAW at the level of organization;

methodological management of issues related to accounting and control of RS and RAW in its subdivisions;

development of relevant regulatory documents of the organization related to RV and RAW accounting and control;

check of keeping of the accounting documentation in subdivisions handling RS and RAW (also check of functioning of automated system of accounting, if any);

presentation of reporting documents established in the system of state accounting and control of RS and RAW;

check of compliance with requirements for accounting and control of RS and RAW in subdivisions of organization (including comparison of data of accounting documents, check of procedure of organization and performance of inventories of RS and RAW in structural subdivisions, check of procedure of application of seals, check of availability of RS and RAW at their locations, comparison of data of accounting and actual availability of RS and RAW, check of observance of RS and RAW loss evaluation procedures for enterprises, process activities of which are related to production, generation and processing of RS or treatment of RAW);

participation in investigations of reasons and circumstances of failures and abnormalities in the accounting and control of RS and RAW and control of taking of necessary measures for elimination;

control of measures for elimination of failures in the system of RV and RAW accounting and control, revealed during administrative inspection.

Main functions (responsibilities) of the centralized service (or officials assumed relevant functions, hereinafter the centralized service stands for the centralized service or relevant official) shall be determined in Regulation (Guideline) for accounting and control of RS and RAW in the organization (hereinafter - Regulation).

14. Accounting and control of RS and RAW in the organization shall be performed at all stages of handling RS and RAW in accordance with Federal standards and rules in the field of atomic energy use and codes and standards developed and approved by these organizations.

15. The organization shall develop Regulation to be approved by director of the organization or a person authorized by him (hereinafter - director of the organization). This Regulation shall determine as follows:

list of subdivisions managing radioactive substances and RW;

structure and list of personnel engaged in accounting and control, including functions of centralized service for accounting and control of RS and RAW and breakdown of liability and responsibilities for accounting and control of RS and RAW in the organization;

types of accounting units of RS and RAW in the organization;

procedure of inclusion into and striking off from the accounting register of RS and RAW, including in following cases:

acceptance and delivery of RS and RAW (from other organizations and inside the organization between subdivisions);

manufacture of RS, generation of RAW;

change of category (RS, RAW) or accounting system (SSAC of RS and RAW, SSAC of NM);

completion of process operations with RS and RAW;

process losses of RS and RAW (for enterprises, in the process of activities of which RS are produced, generated and processed or RAW are treated);

expiration of designed service life of the CRS, operation life of products with RS;

loss of RS and/or RAW, revelation of earlier omitted, unregistered RS and/or RAW;

reduction of RS activities to values below minimum considerable ones or reduction of RAW activity to levels at which these are not attributed to RAW in accordance with criteria of attribution to radioactive wastes;

information on organization of RS and RAW measurement system;

information on measures for control of access and ACS to RS and RAW, including:

administrative and engineering measures for limitation of access to RS and RAW;

on procedure of application of ACS for the purposes of RS and RAW accounting and control;

on sequence of activities in case of unauthorized access indicated by ACS;

list and forms of accounting and reporting documents in the organization, procedure of keeping of accounting documents, including:

list of accounting documents which are kept in the organization;

procedure and periods for preparation and presentation of reporting documents from organization subdivisions to the centralized service, list and forms of such reporting documents;

procedure of making changes and corrections in the accounting and reporting documents;

periods of keeping of accounting documents;

procedure of administrative inspection of compliance with accounting and control requirements, including:

list of persons assuming administrative inspection of compliance with RS and RAW accounting and control requirements;

procedure of organization and performance of administrative inspection and compliance with requirements for RS and RAW accounting and control;

procedure of documenting of results of administrative inspection of compliance with requirements for RS and RAW accounting and control;

procedure of elimination of failures revealed during administrative inspection of compliance with requirements for RS and RAW accounting and control;

procedure of investigation of failures and abnormalities in accounting and control of RS and RAW:

sequence of actions of the employee in case of revelation of failures and abnormalities;

procedure of performance of investigation of failures and abnormalities in accounting and control of RS and RAW:

procedure of notification and reporting of facts of failures and abnormalities in accounting and control of RS and RAW;

structure and list of personnel engaged in accounting and control, including functions of centralized service for accounting and control of RS and RAW and breakdown of liability and responsibilities for accounting and control of RS and RAW in the organization;

procedure of inventories of RS and RAW, including:

periodicity of inventories;

procedure of preparation for inventory;

procedure of inventory performance;

inventory results documenting procedure;

procedures of evaluation of process losses of RS and RAW (for enterprises, in the process of activities of which RS are produced, generated and processed or RAW are treated);

process losses locations;

methodologies (methods) of measurement or calculation methods for determination of process losses;

procedure of documenting of processes losses.

If the organization has individual documents which reflect issues stated in this item (e.g., separate document for performance of inventory of RS and RAW), it is allowed to give references to relevant documents in the Regulation.

16. Requirements and procedures established in the Regulation and other documents of the organization shall comply with requirements, established in Federal standards and rules in the field of atomic energy use. The Regulation shall be revised at least one time every five years. Regulation for accounting and control of RS and for RAW can be developed as two separate documents.

17. If the organization has three and more structural subdivisions performing activities with RS and RAW, director of the organization shall approve the guideline for RS and RAW accounting and control for each relevant subdivision, to determine the following in it:

organization of work on accounting and control of RS and RAW in the structural subdivision, including the list and functions of personnel of structural subdivision performing accounting and control of RS and RAW;

procedures of accounting and control of RS and RAW, and inclusion into and striking off from the accounting register of RS and RAW in the structural subdivision;

procedures of evaluation of process losses of RS and RAW in the structural subdivision (for enterprises, in the process of activities of which RS are produced, generated and processed or RAW are treated);

methodologies (methods) applied in the structural subdivision and measurement instrumentation for RS and RAW for accounting and control purposes;

list and forms of accounting documents in the structural subdivision and procedure of keeping hereof;

specific features of inventories of RS and RAW in the structural subdivision.

The guideline shall include specific features of RS and RAW accounting and control in certain structural subdivision (in comparison with general procedure for accounting and control of RSS and RAW in the organization, as determined in the Regulation for accounting and control of RS and RAW in the organization) and to be revised at least once per five years.

 

IV. Requirements for documenting

of inclusion into and strike off from the register of radioactive substances 

in an organization

 

18. RS and RAW shall be included into the register by making accounting documents upon receiving at the organization, production (generation), change of category (RS, RAW, NM), revelation of omitted, not registered of earlier lost ones.

19. Determination of RS content in the fuel (based on measurements, calculations) shall be performed in following cases:

when fuel is stored over 12 months after unloading from the reactor core;

in case of transfer between organizations;

in case of fuel reprocessing.

20. Striking off of the RS from the RS and RAW accounting and control system shall be duly performed by the organization in following cases:

completion of process operation related to consumption of RS;

expiration of designed service life (operation life) of CRS (including one built-in an instrument or plant) or other item containing RS with simultaneous registering as RAW (if RAW criteria are satisfied);

loss;

process losses (for enterprises, in the process of activities of which RS are produced, generated and processed or RAW are treated);

reduction of activities to values below minimum considerable ones as set in appendix No. 1 hereto;

change of RS accounting system from SSAC of RS and RAW to SSAC of NM with simultaneous registering at SSAC NM;

attribution to RAW with simultaneous registration of RAW (if RAW criteria are satisfied);

delivery to other organization.

21. Striking off of RAW from the RS and RAW accounting and control system shall be duly performed by the organization in following cases:

delivery of RAW to other organization;

reprocessing or repackaging with registration of generated RAW, as well as RS and/or NM generated (produced) as a result of processing of RS and/or NM (if such RS and NM are present);

loss of RAW;

reduction of activity to values, at which no RAW attribution criteria are satisfied.

 

V. Measures of control of access to radioactive substances

and radioactive wastes

 

22. RS and RAW accounting and control shall be supported by organizational and technical measures providing control of access to RS and RAW. Such measures include the following:

limitation of number of persons having permit to work with RS and RAW, provision of continuous accounting and control of personnel access to RS and RAW;

limitation of access to RS and RAW storage locations;

application of ACS.

Transfer of RS and RAW between performers of work with RS and RAW, between process shifts, other types of RS and RAW transfer and liability for them shall be documents and provide ongoing control and accounting of access to RS and RAW and handling hereof.

23. Basic goals of ACS application in the RS and RAW accounting and control system are following:

provision of ongoing control of access to RS and RAW and revelation of unauthorized access to RS and RAW;

provision of reliability of information about availability and characteristics of RS and RAW;

revelation of failures in accounting and control of RS and RAW.

24. ACS are subdivided into surveillance systems and single-time sealing devices providing protection of object against unauthorized access by indication of intervention (hereinafter - seal leads).

Surveillance systems include:

automated engineering systems, devices, which allow provision of identification of access to RS and RAW (displays for control of RS and RAW transportation, personnel access to rooms with RS and RAW, door and hatch opening sensors in rooms with RS and RAW, etc.);

engineering systems and devices for television or photographic surveillance with recording of occurring events.

25. RS and RAW accounting and control shall use seal leads complying with requirements of applicable national standards.

For control of access to CRS of 1-3 categories of radiation hazard, high active and medium active RAW, only seal leads with unique identification signs shall be used.

It is allowed to use seal leads without unique identifiers for the purpose of accounting and control of CRS of 4 and 5 categories of radiation hazard, low active and very low active RAW (excluding the access locations to storage of relevant RAW).

26. Seal leads shall be applied to containers, safe boxes and other equipment, embodying RS and RAW, as well as to access locations to relevant equipment by accounting for technical possibility of seal lead application. In non-working hours at least two seal leads shall be applied on the way of access to RS and RAW for CRS of 1-3 categories of radiation hazard and high active RAW, and at least one seal lead on the way of access to RS and RAW for CRS of 4 and 5 categories of radiation hazard and RAW not related to high active ones.

Seal leads are not applied to accounting units with RS and RAW, which integrity is provided by design hereof (RS and RAW can not be removed without failure of integrity of the accounting unit) and can be subjected to visual or instrumentation control.

27. Condition and integrity of seal leads shall be checked from time to time at least once, in the period between inventories. Results of such inspections shall be documented.

28. Seal leads shall be handled in the organization in accordance with established seal lead application program. This program shall be approved by director of the organization and can be developed as a separate document or form part of the Regulation as one of sections hereof. The seal lead application program shall be revised at least one time every five years.

The seal lead application program shall determine the following:

list of and description of objects to be sealed in the organization;

list of types of seal leads used in the organization;

procedure of lead seal ordering, receipt, incoming inspection, distribution to subdivisions;

procedure of storage, application and disposal of seal leads;

procedure of documenting the application and removal of seal leads in the record book(s), results of seal lead condition and integrity check;

procedure of actions in case of failed application of seal leads.

Also the seal lead program or individual administrative documents in the organization shall determine (by accounting for number of subdivisions handling RS and RAW, and RS and RAW work scale) responsible for the following:

organization of activities related to seal leads application in the organization;

accounting and storage of seal leads in the organization;

accounting and storage of seal leads in subdivisions;

handling of seal leads by subdivisions.

It is allowed not to develop the seal lead application program for organizations handling only CRS of 4 and 5 categories of radiation hazard.

29. The organization shall provide keeping of the record book(s) to account seal leads and record book(s) of application and removal of seal leads.

30. In case of using surveillance systems as access control systems (ACS), procedure of using hereof for control of access to RS and RAW, as well as procedure of documenting of results of application of such systems shall be determined in documents of organization.

 

VI. Measurements of radioactive substances and radioactive wastes 

for accounting and control purposes

 

31. Measurements of characteristics of RS and RAW in the organization shall be performed in order to determine or confirm the accounting data.

Accounting measurements are performed when manufacturing new CRS, products with RS, generation of RS and RAW, revelation of earlier not registered, omitted RS and RAW, and shall provide obtainment of accounting data by observing requirements for mandatory data in the record books in accordance with item 74 thereof.

It is allowed to use calculation methods for determination of accounting data, provided that new accounting values are obtained by calculation (counting) based on earlier results of measurements (e.g., when RAW are generated in the form of spent CRS). Relevant applied calculation methods and procedure of application hereof shall be reflected in documents of the organization.

32. The measurements program shall be developed in the organization handling RS and RAW, to include the following:

description of measurements performed in the organization for the purposes of RS and RAW accounting and control;

list of measurement instrumentation used for accounting and control of RS and RAW (it shall include the instrumentation type and modification hereof), types of standard samples (if any), sampling procedures (if any), methodologies (methods) of measurements and calculation methods (if any);

forms and procedure of documenting of measurements results;

information on frequency of measurements.

This program shall be approved by director of the organization and can be developed as a separate document or form part of the Regulation as one of sections hereof. The program shall be revised at least once every five years.

33. Methodologies (methods) of measurements (except for direct ones) related to the field of state regulation of provision of measurements uniformity <1> in the field of atomic energy use, shall be developed, qualified and documented in accordance with requirements established by regulations and applicable national standards in the field of provision of measurements uniformity, shall include the value or procedure of evaluation of tolerance of measurement results.

<1> Item 2 of article 20 of the Federal Law No. 102-FZ dated June 26, 2008 “On provision of uniformity of measurements" (Collected legislation of the Russian Federation, 2008, No. 26, art. 3021; 2011, No. 30, art. 4590; No. 49, art. 7025; 2012, No. 31, art. 4322; 2013, No. 49, art. 6339; 2014, No. 26, art. 3366; No. 30, art. 4255; 2015, No. 29, art. 4359).

 

Approved measurement instrumentation, which have passed verification, shall be used for measurements. Direct measurements shall be performed according to guidelines and documentation for use of relevant measurement instrumentation. Technical characteristics of measurement instrumentation shall comply with characteristics of measured values.

34. Documenting (representation) of measurement results shall be performed in accordance with requirements of regulations and applicable national standards in the Field of provision of measurements uniformity.

35. For the purpose of measurements quality assurance, the organizations shall develop and implement the measurements quality control program containing description of procedures for measurements quality control (e.g., organization and procedure of verification (calibration) of measurement instrumentation, performance of internal quality control of the measurements results). It is allowed to include the measurements quality control program into the measurements program. The program shall be revised at least once every five years.

36. If the organization has individual documents stipulated by the measurements program or measurements quality control program, it is allowed to give relevant references in these programs.

 

VII. Requirements for delivery of radioactive substances

and radioactive waste between organizations

 

37. Delivery of RS (except for short-life radionuclides having half-decay period up to 60 days including iodine-125, and RS based on radionuclides with minimum considerable activity exceeding 106  Bq, RS in fuel, CRS of 3-5 categories of radiation hazard) and removed RAW of 1, 2 and 5 classes <1>  (except for delivery of liquid RAW to the national operator handling radioactive wastes (hereinafter the National operator) by pipelines) shall be informed in advance in the form of notifications signed by director of the consignor or by the person authorized by him.

When delivering RS and RAW mentioned in this item of Regulations, the consignor shall, at least 10 days before the assumed date of delivery, send preliminary notification about delivery to the consignee ad to the structural subdivision of Rostechnadzor, which is responsible for Federal state supervision over the consignor.

When delivering RS and RAW mentioned in this item of Regulations between organizations, the consignee shall, during one working day after receipt of preliminary notification about delivery from the consignor, send notification on readiness to receive to the consignor ad to the structural subdivision of Rostechnadzor, which is responsible for Federal state supervision over the consignee.

After receipt of notification on readiness for taking RS and RAW, the consignor shall send RS and RAW listed in notification to the consignee, and shipping and accounting documents, which shall specify data on packaging of RS and RAW (types and identifiers of seal leads, packaging gross weight, packaging type, number of packages).

After receipt of RS and RAW mentioned in this item of Regulations, confirmation of receipt shall be sent by the consignee to the structural subdivision of Rostechnadzor, which is responsible for Federal state supervision over the consignee.

38. In case of extraordinary shipping preliminary notification shall be sent not later than three working days after determination of the shipping dates.

39. After sending of RS and RAW the consignor shall send data sheets (lists, certificates, acts, consignment notes) hereof (unless sent along with shipment) to the consignee within three working days.

40. Delivery of RS in fuel is performed in accordance with procedures and requirements established in SSAC of NM.

41. After receiving of RS and RAW, the consignee during three working days shall check for compliance of received RS and RAW with data of consignor and organize temporary storage.

42. Registration of RS and RAW shall be performed after incoming inspection.

The incoming inspection for receiving of RS and RAW shall include external examination of accounting units (packages) with RS, RAW (except for delivery of liquid RAW to the National operator by pipeline) and checking of attributive features; compliance of number and type of accounting units and identifiers of them with accounting data; integrity of accounting units; compliance of numbers and types of seal leads with accounting data.

Incoming inspection shall also include checking of physical presence of RS and RAW.

43. Instrumentation shall be used for checking of physical presence of RS and RAW.

For instance, determination of compliance of measured energies gamma-lines with reference values of energies of gamma-lines for radionuclides contained in the CRS, based on accounting data in accordance with measurement program, can be performed for checking of physical presence.

Also, for checking of physical presence, measurements can be performed to determine or confirm accounting data (all or selective ones), e.g.: weight/volume, specific activity of alpha-, beta-emitting nuclides for solid and liquid RS and RAW, volume activity for gaseous RS and RAW, radionuclide composition.

For CRS built-in the instrument or plant, for checking of physical presence the fact of completion of certain process can be ascertained, which confirms presence of built-in CRS.

44. Incoming inspection and registration of RS and RAW shall be completed not later than 10 days after receipt of RS and RAW and data sheets (lists, certificates, acts, consignment notes) hereof as duly established by the organization.

45. Results of incoming inspection shall be documented, including conclusions upon results of incoming inspection and date hereof, surnames, titles and signatures of persons responsible for incoming inspection.

46. Registration of RS and RAW at the consignee’s organization shall be made in the form of entry in the accounting documents of that organization and relevant notification to the consignor in the way agreed upon and within one working day after making of accounting documents.

47. After receipt of notification on registration of RS and RAW at the consignee’s organization, the consignor shall strike off these during two working days with the same date, as the date of registration by the consignee.

48. When performing measurements of RS and RAW characteristics within incoming inspection, discrepancies in data of consignor and consignee shall be evaluated as a difference between values given by consignor (in the data sheet) and results of measurements by consignee.

49. If discrepancy in data of consignor and results of measurements by consignee is in the interval corresponding to confidence probability of 0.95 (these shall be set for two-way confidence intervals) including tolerances of measurements by consignor and consignee, then RS and RAW shall be registered based upon data of consignor.

50. In case of revelation of statistically considerable discrepancy in data of consignor and results of measurements by consignee (discrepancy is beyond the interval mentioned in item 49 thereof), as well as nonconformity of actual data of incoming inspection (e.g., quantity or identifiers of accounting units (packages) with data of shipping documents, consignee shall inform consignor on such discrepancy and act in accordance with requirements of section IX hereof.

The consignor and consignee shall together take measures to reveal the cause of discrepancies. Whereas, these RS and RAW shall be in the consignor’s register before obtainment of agreed data on RS and RAW having discrepancies. Consignor shall bear responsibility for integrity of relevant RS and RAW.

 

VIII. Inventory of radioactive substances

and radioactive wastes

 

51. The organization shall perform following types of RS and RAW inventories:

scheduled;

extraordinary.

52. Inventory of RS and RAW shall be performed in structural subdivisions according to procedure duly established by organization.

53. Scheduled inventory shall be performed in structural subdivisions handling RS and RAW (inventory of all accounting units of RS and RAW shall be provided in relevant subdivisions):

for RS - in structural subdivisions performing activities with RS, at least once per 12 calendar months (for RS in spent fuel, the inventory shall be performed in accordance with frequency of physical inventory of nuclear materials, established in relevant zone of materials balance);

for RAW - in structural subdivisions performing activities with RAW, at least once per 60 calendar months.

54. Extraordinary inventory shall be conducted in following case:

change of type of legal entity of the organization, liquidation or reorganization hereof;

total completion of operations with RS and RAW;

revelation of fact of abnormality, unauthorized impact to locations or storages of RS and RAW;

after liquidation of consequences of emergency situations;

in other cases based on resolution of director of the organization, relevant authority responsible for management of atomic energy use, Rostechnadzor according to their capacity.

55. For performance of inventory, the order document of director of the organization shall assign inventory committee, determine structural subdivisions of the organizations, in which inventory is performed, determine the date and period of inventory, as well as time, after which any movements of RS and RAW shall be prohibited for the period of inventory, including sending and receipt of RS and RAW (except for ongoing processes) without permit from the chairman of inventory committee. In case of simultaneous inventory in several structural subdivisions, relevant number of inventory committees can be assigned.

56. The inventory committee shall include at least three members, including the chairman. If it is necessary to change members of the inventory committee, this is performed based on the order document from director of the organization.

57. For performance of inventory based on accounting data the list of physical quantity of RS and RAW by the date of beginning of inventory shall be made.

Based on results of inventory, the committee shall make list of physically presented quantity of RS and RAW to be signed by all members of inventory committee.

58. Before the inventory beginning, accounting units with RS and RAW shall be brought to condition which allows checking of availability hereof, integrity and identification signs.

Physical presence of RS and RAW shall be determined during inventory, as well as checking of compliance hereof with the list of presented quantity.

59. Results of application of ACS for the period between inventories shall be evaluated during inventory, and conclusions made on presence or absence of unauthorized access for relevant period.

60. During inventories, attributive features of RS and RAW units shall be checked, as well as checking of physical presence (no missing or excessive quantity) of RS and RAW by using instrumentation (check of attributive features and physical presence is performed also in accordance with requirements of items 42 and 43 hereof) in accordance with program of measurements.

61. Scope of measurements and application of hardware in inventories shall be determined by accounting for technical peculiarities of storage locations, dose load on personnel and possibility of performance of mentioned work.

If measurements performance and application of hardware is accompanied by unreasonable exposure of personnel, as well as for RAW storage locations, technical peculiarities of which do not allow removal of RAW from them without complex engineering solutions, then it is allowed to check physical presence of RS and RAW by relying upon the absence of unauthorized access to them in accordance with results of ACS application.

For RAW storages put on hold, it is allowed to check presence, integrity and compliance of numbers and types of seal leads with accounting data at storage access locations, checking of storage integrity which provides security to RAW located in it, analysis of other ACS as check of attributive features and physical presence.

The same for RAW storages in operation, which have separate rooms, locations, halls, workings, wells, in which no further placement of RAW is planned or is impossible, and in case of preservation of structural integrity of relevant premises and assurance of no access to them, it is allowed to check presence, integrity and compliance of numbers and types of seal leads at access locations as check of attributive signs and physical presence of RAW.

62. In case of revelation during inventory of omitted, unregistered RS and RAW, revelation of discrepancies in results of measurements and accounting data, as well as in other cases (as necessary), accounting measurements can be performed to determine physical presence and quantity of RS and RAW.

63. The report of inventory committee shall be made based on results of inventory. In case of inventory at the same time in several structural subdivisions, the inventory report shall be made for each structural subdivision (it is allowed one report, in this case information and conclusions shall be presented for each structural subdivision).

The Report shall present:

results of check of accounting documentation keeping, check of availability of the units of accounting of RS and RAW;

results of measurements made during inventory (if any);

results of ACS check;

list of actually available quantity of RS and RAW;

conclusions on presence of RS and RAW;

all disclosed violations and deficiencies in accounting for and control of RS and RAW, as well as measures taken during inventory and proposals to eliminate thereof;

special opinions of committee members (if any).

The report shall be signed by chairman and all members of inventory committee and approved by director of organization. Results of measurements, results of ACS check and list of actually available quantity of RS and RAW can be made in the form of attachment to the report.

 

IX. Actions in case of revelation of failures and abnormalities in accounting

and control of radioactive substances and radioactive wastes

 

64. Main purposes of investigation and accounting of failures and abnormalities in accounting and control of RS and RAW are elimination hereof, determination of causes of failures and abnormalities and development of measures to prevent them in future.

65. Failures in accounting and control of RS and RAW are following:

failure of procedure of use and delivery of RS and RAW, including:

movement or use of RS and RAW in the organization, performance of work with them without properly made permit to such movement (use) or performance of work;

no documenting of delivery of RS and RAW, also to other organizations, for performance of work;

errors in accounting or reporting documents, including:

discrepancies between data in different accounting documents or different reporting documents;

non-conformity of data in reporting documents with data in accounting documents;

no required data in accounting or reporting documents (no mandatory items filled-in in accounting or reporting documents);

correction of accounting or reporting data made with violation of established procedure;

damage to ACS, including:

damage to, destruction of seal lead applied to the object under control;

non-conformity of number of seal lead, or seal lead type, or sealed object with documented data;

non-conformity of the seal lead application method to one in the application guideline (documentation);

seal lead not complying by the type or not authorized for application in the organization;

damage, inoperability of surveillance systems installed in the organization for accounting and control of RS and RAW which resulted in loss of control over RS and RAW;

no records made by installed surveillance systems for the time determined in organization for storage hereof;

failure of integrity of the RS or RAW accounting unit;

failure of compliance of attributive features of the accounting unit embodying RS and RAW with accounting data, including:

non-conformity of accounting data (weight, activity and other) for accounting unit of RS or RAW with actual parameters (by taking decay into consideration);

non-conformity of series number of type (model) of CRS, product or packaging with RS and RAW;

non-conformity of CRS radiation hazard category or RAW activity category;

other failures of requirements for accounting and control of RS and RAW established by the law of the Russian Federation.

66. Abnormalities in accounting and control of RS and RAW are the following:

missing (excessive) accounting units (including items or packages) with RS and RAW, including:

loss, revelation of ones lost earlier, revelation of omitted, unregistered RS and RAW;

availability of statistically considerable discrepancies in data of consignor and consignee regarding quantity of RS, RAW determined in accordance with item 50 thereof;

discrepancy of values of physically presented quantity of RS, RAW with data of accounting document, revealed during inventory or measurements;

theft or unauthorized use of RS and RAW, including:

fact of theft of RS and RAW;

delivery of RS and RAW to organizations (including for performance of work), having no relevant license (permit) for handling of RS and RAW.

67. In case of revelation of failures or abnormalities in accounting and control of RS and RAW, the person which revealed failure (abnormality) shall immediately notify about failure (abnormality) to senior manager, as well as to the centralized service for accounting and control of RS and RAW.

68. Organizations handling RS and RAW shall provide for acquisition, documenting and storage of information about failures and abnormalities in accounting and control of RS and RAW in the form, providing accessibility and integrity of relevant information during the whole period of activities with RS and RAW.

69. In case of revelation of failures or abnormalities in accounting and control investigation shall be performed in accordance with procedure established by the organization to determine causes of failures (abnormalities) and elimination of consequences, results of such investigation shall be documented. The following shall be specified when documenting investigation results: date and time of detection of abnormality; structural subdivision of organization, where abnormality is detected; description of abnormality; causes of abnormality; quantitative characteristics of RS, RAW related to abnormality; measures taken to prevent similar abnormalities.

70. In case of revelation of abnormalities in accounting and control, the organization shall take measures to investigate cause of abnormality and eliminate its consequences. If no abnormality causes have been revealed during 24 hours or were revealed, but no consequences are eliminated, then relevant information shall presented to Rostekhnadzor during next 24 hours.

 

X. Administrative inspection

 

71. Administrative inspection of condition of accounting and control of RS and RAW in the organization*(9) shall be performed in accordance with procedure established in the organization, which shall stipulate check of compliance of requirements for accounting and control of RS and RAW in organization and subdivisions, concerning:

keeping of accounting documentation in subdivisions;

procedure of organization and performance of inventories of RS and RAW in structural subdivisions;

procedure of ACS application;

functioning of system of measurement for RS and RAW accounting and control;

selective check of actual availability of RS and RAW at their locations, selective comparison of accounting data and actual parameters of RS and RAW;

control of investigations of reasons and circumstances of failures and abnormalities in the accounting and control of RS and RAW, procedure of documenting hereof and taking necessary measures for elimination;

check of availability of documents for training and testing of personnel knowledge.

72. Results of check of condition of RS and RAW accounting and control within the administrative inspection shall be duly documented by the organization. The following shall be specified:

date and time of check;

checked subdivisions;

fields of check;

revealed deficiencies, failures in accounting and control of RS and RAW and instructions for elimination of them (if any):

signatures of all members of committee or authorized official who performed check.

Organization shall provide keeping of documents for results of administrative inspection during 10 years.

73. Results of inspection shall be brought to head of the centralized service for accounting and control of RS and RAW with signature by them, heads of checked organizations and approved by director of the organization.

 

XI. Accounting and reporting documents.

 

74. Accounting documents, including RS and RAW records shall be kept in the organization and subdivisions hereof. These shall contain data on all RS and RAW subjected to accounting, and on operations performed therewith.

Electronic keeping of records is allowed, provided that relevant requirements for data security and procedure of making amendments to the accounting data with saving of information on date and person made such amendments, as well as original information before amendments, shall be observed.

Accounting documents include:

original shipping and accounting documents for RS and RAW;

data sheets (lists, certificates) for RS and RAW;

original accounting documents - RS records, RAW records and other accounting documents established in the organization and its subdivisions, as well as electronic forms of RS and RAW records (if any).

Organization shall provide availability and timely registration of accounting data, including mandatory data in records. Lists of mandatory information in records are given in appendices No. 3-10 hereto. Data of accounting documents shall provide possibility of making and preparation of reporting documents determined in SSAC of RS and RAW.

If necessary, organization may determine forms of records (and other accounting documents) individually for different types of RS and RAW and products made of them, based on handling peculiarities in the organization (e.g., for different types of CRS, different types of products with RS, different types of fuel different categories or classes of RAW) by accounting for mandatory information determined appendices No. 3-10 hereto. Forms of such records (and other accounting documents) are established in relevant guidelines for accounting and control of RS and RAW in the organization.

75. If organization handles CRS or products with RS based on NM, not accounted in SSAC of NM, and amount of NM in such CRS or products with RS was not specified by manufacturer, then this amount shall be determined by the CRS owner or products with RS in the data sheet (certificate) for this CRS or product with RS, or in separate document. Example of methodology of conversion of nuclear material activity to weight of it is given in appendix No. 11 hereto.

76. Organization manufacturing CRS (batch of CRS) or products with RS, shall provide data sheet (certificate) for manufactured CRS or products with RS. The data sheet (certificate) shall include information as follows:

data sheet (certificate) number;

type (CRS, product with RS, etc.);

individual number of the product;

date of manufacture (production);

manufacturing organization;

radionuclide (radionuclides) and values of activity of radionuclides and tolerances hereof as on the date of manufacturing, Bq (in case of value of activity of radionuclide was measured not on the manufacturing date (production date), estimated activity for the manufacturing date (production date) shall be given or a date on which activity was determined);

value of specific activity, volume, weight, mass, density, bulk density of RS (as necessary) and tolerances hereof;

specified service life;

information on radiation hazard category of radionuclide source (for CRS);

weight of NM (elements and isotopes, if contained in NM), g, and tolerance hereof;

set of supply, pieces (for batches of same-type CRS or products with RS);

information on transport shipping container (if any).

Whereas, individual numbers shall be assigned by accounting for provision of identity of them within the whole SSAC of RS and RAW based on the following scheme: registration number of manufacturer in SSAC of RS and RAW, year of manufacture and series number of the product.

Individual number (marking) shall be applied on CRS or product with RS, instrument, packaging with CRS (by accounting for possibilities of application of marking on CRS or product with RS based on their dimensions and shape).

For CRS, products with RS having no individual numbers and built-in the instruments, plants, it is allowed not to apply marking (provided marking with relevant series and operation number of the instrument, plant embodying them).

77. Organization manufactured or received batch of CRS and performing disassembly hereof, shall be obliged to provide each newly assembled batch of CRS and individual CRS with the data sheet. When using manufacturing organization’s data sheet for this purpose (or a copy hereof) new amount of CRS shall be confirmed by seal of the consignor. CRS of 1 and 2 categories of radiation hazard shall have individual data sheets.

The same, for the batch of same-type RS (or batch of same-type products containing RS) with homogeneous radionuclide composition, organization performing disassembly hereof, shall be obliged to provide data sheet for each newly assembled batch of RS or individual product with RS.

78. Organization shall implement and maintain the system of measures aimed at observance of the accounting documents keeping period:

on RS:

indefinitely for RS at the organization;

during 10 years after change of RS category or delivery to other organization, except for RS in fuel (excluding data sheets, lists, certificates and other accounting documents to be delivered along with RS);

during the whole period of fuel storage after deliver of RS in fuel for storage and/or processing to other organization (excluding data sheets, lists, certificates and other accounting documents to be delivered along with RS);

for RW:

indefinitely for RAW at the organization;

during the whole period of storage after delivery of RAW to other organization for storage;

during 10 years after strike off if RAW due to processing hereof or decay of radionuclides;

indefinitely for RAW delivered for burial (except for accounting documents to be delivered along with RAW);

for discharges and releases of radionuclides:

during 10 years if no permissible values are exceeded;

indefinitely is permissible values are exceeded.

79. Correction of accounting data in accounting documents shall be performed only by making new entry in the accounting documents with preservation of erroneous entry and possibility of reading it and marking it as erroneous, indicating date and person made correction, and his/her signature. The same procedure shall be provided for electronic forms of accounting documents.

80. Reporting documents shall be made based on accounting documents and results of inventory by forms entered into force in SSAC of RS and RAW.

81. The organization shall submit reporting documents to the information and analytical center of the system of state accounting and control of RS and RAW in SSAC of RS and RAW according to procedure, established by regulations in the field of accounting and control of RS and RAW (copies of reporting documents shall be sent to the structural subdivision of Rostekhnadzor responsible for Federal state supervision in the field of use of atomic energy for the organization, based on request from that subdivision).

82. Correction of reporting data shall be performed by presentation of new reporting documents only.

 

XII. Requirements for the personnel performing accounting

and control of radioactive substances and radioactive waste 

 

83. Officials and personnel responsible for accounting and control of RS and RAW shall pass training and check of knowledge at least once per three years.

84. Officials responsible for organization of accounting and control of RS and RAW in the organization shall pass advanced training or professional development at least once per five years.

85. Management personnel of organizations responsible for accounting and control of RS and RAW shall have permits to work in the field of atomic energy use when assigned to positions stipulated by the List of positions of employees of nuclear power facilities <1>.

METHODOLOGY OF

CATEGORIZATION OF SEALED RADIONUCLIDE SOURCES

BY RADIATION HAZARD

 

I. Standardizing factor (D-index) and boundaries of categories

of hazard of sealed radionuclide sources

 

1. Non-dimensional value called A/D-relationship is used for attribution of certain CRS to one of established hazard categories. Value of A/D-relationship is calculated be dividing activity A of mother radionuclide of CRS by relevant value of D-index for that radionuclide.

D-index is an estimated activity of radionuclide representing the factor of standardizing, used for division of wide range of activities of CRS having different radionuclide composition in order to rank CRS by attribution to one of hazard categories.

2. Values of A/D-relationships should be used for attribution of CRS to one of five estimation categories of hazard.

Set limits of hazard categories of CRS:

category 1 - extremely hazardous for people (A/D base_1_209596_32768 1000);

category 2 - very hazardous for people (10 base_1_209596_32769 A/D < 1000);

category 3 - hazardous for people (1 base_1_209596_32770 A/D < 10);

category 4 - low hazardous for people (0,01 base_1_209596_32771 A/D < 1);

category 5 -  very low hazardous for people (A/D<0,01).

Lower boundary of category 5 is determined by values of minimum considerable activity in accordance with table No. 1 of appendix No. 1 hereto.

 

II. Categorization of sealed radionuclide sources

 

3. Source data for CRS categorization are following:

data sheet activity of CRS (initial activity of CRS as on the manufacturing date, specified in CRS data sheet);

D-index for CRS radionuclide (table No. 2 of this Appendix).

4. Category of CRS manufactured based on one radionuclide is determined in several stages in accordance with items 5 - 7 of this appendix.

5. In case of no data sheet information for CRS (e.g., in case of revelation of unregistered CRS) radionuclide and activity of CRS should be determined based on results of direct measurements.

6. A/D-relationship should be calculated for CRS based on activity А and value of D-index for radionuclide of that CRS (table No. 2 hereof).

7. Based on value of A/D-relationship calculated in accordance with item 6, estimated category of CRS hazard should be determined in accordance with ones set in item 2 thereof.

8. If table No. 2 thereof for CRS radionuclide states that value of D-index is “Not limited”, that CRS should be attributed to hazard category 5, provided that it is subjected to regulatory supervision in accordance with requirements for accounting of RS and RAW in the organization.

9. For CRS containing mixture of radionuclides the following calculation procedure is applied:

An - activity of n-th radionuclide in CRS;

Dn - value of D-index for n-th radionuclide.

Based on calculated aggregated A/D-relationship category of hazard of mixture of radionuclides in CRS should be determined in accordance with limits of CRS hazard categories set in item 2 thereof.

10. For determination of category of radiation hazard of aggregate CRS in the radiation source, aggregated A/D-relationship of all radionuclides in all CRS in the radiation source is calculated in accordance with procedure given in item 9, where An means total activity of relevant radionuclide in all CRS in the radiation source.
