Amendments to NP-009-17

On February 13, 2022 the amendments to NP-009-17 "Nuclear Safety Regulations for Research Reactors" are coming into effect. The amendments were approved by the Order of the Federal Environmental, Industrial and Nuclear Supervision Service of Russia of December 28, 2021 No. 465 (registered by the Ministry of Justice of Russia on February 2, 2022 under the registry No. 67100).

The amendments are aimed at bringing the requirements in compliance with the gained experience in law enforcement practice, state-of-the-art in graded approach concept for safety regulation of research reactors, and advanced approaches of the international practice. The amendments to NP-009-17 stipulate new requirements for bringing the reactor installation into the startup mode and power operation upon long-term shutdown, the requirements to upgrading and/or technical re-equipping of a research reactor, and also the requirements to pilot operation of the reactor installation.

NP-009-17 was approved by the Order of the Federal Environmental, Industrial and Nuclear Supervision Service of Russia of August 4, 2017 No. 295 (registered by the Ministry of Justice of Russia on August 31, 2017 under the registry No. 48033). The NP came into effect on September 11, 2017.

NP-009-17 stipulates the requirements to the design, characteristics and conditions for operation of systems and elements of research reactors, as well as the organizational requirements aimed at nuclear safety of research reactors.

The amendments were developed based on the regulatory legal acts of the Russian Federation, federal safety regulations in the field of atomic energy use, as well as considering the IAEA requirements and recommendations in the part of nuclear safety of research reactors.
