Mr. A.A. Khamaza, Director of SEC NRS, presented a report on the topic “Development of the Legal and Regulatory Framework for Nuclear Power Safety” 29.05.2013 From May 21 to 24, 2013 the 8th International Scientific and Technical Conference “VVER NPP Safety” was held in OKB Gidropress JSC with the participation of the State Corporation ROSATOM, JSC “Atomenergomash”, Rosenergoatom Concern JSC, fuel company TVEL, RRC “Kurchatov Institute”. Within the scope of the plenary session Mr. A.A. Khamaza, Director of SEC NRS, presented a report on the topic “Development of the Legal and Regulatory Framework for Nuclear Power Safety”.

The report stated as follows :

“For the purposes of planned development of the framework of Federal Safety Regulations, and to achieve openness and transparency, it is planned to develop and approve by Rostechnadzor (by the agreement with the State Corporation ROSATOM) the list of the Federal Safety Regulations subject to elaboration, review and amendments.

As the basis for development and improvement of the framework of Federal Safety Regulations the proven international and national practices in safety regulation in the field of atomic energy use shall be applied together with the feedback, which can be implemented due to accounting of the use of the accumulated national experience in safety provision and regulation in the field of atomic energy use, as well as the use of the foreign and international organizations’ experience.

Thus, the current framework of Federal Safety Regulations, adopted by all the participants of the process of nuclear energy use together with the framework of Safety Guides make the optimum regulatory framework in the field of atomic energy use, and enhancement of the mentioned documents considering the previously outlines aspects will allow for further comprehensiveness of safety requirements to nuclear facilities and activities in this area”.

The Conference was attended by the nuclear specialists from the Russian and foreign organizations. The Conference raised issues related to security and safety of NPP operation, calculated & theoretic and experimental substantiation of VVER reactor installations, verification of computer codes, safety analysis for extension of NPP lifetime, development of the innovative reactors of generation IV. Specialists from 15 countries and 98 organizations took part in the Conference. 53 organizations out of them are from the Russian Federation, 27 are from far abroad, 16 are from Commonwealth of Independent States and 2 are international agencies. In the course of the plenary session the reports were presented by: Rosenergoatom Concern JSC, RRC “Kurchatov Institute”, Rusatom Overseas JSC, Fuel Company TVEL, SEC NRS, FSUE RFNC - VNIIEF, JSC “RPA “CNIITMASH”, CRISM "Prometey", Universita di Pisa (Italy), ESI Group (France), Skoda (Czech Republic) and others.
