Rostechnadzor and the Nuclear and Industrial Safety Agency of Japan (NISA) have signed the Memorandum of Cooperation 16.09.2013 Rostechnadzor and the Nuclear and Industrial Safety Agency of Japan (NISA) have signed the Memorandum of Cooperation 16.09.2013 The Federal Environmental, Industrial and Nuclear Supervision Service of Russia (Rostechnadzor) and Nuclear and Industrial Safety Agency of Japan have signed the Memorandum of Cooperation in the field of regulation of nuclear and radiation safety in atomic energy use. The document was signed by Mr. Alexey Ferapontov, Acting Chairman of Rostechnadzor, from the Russian Party and by Shunichi Tanaka, Chairman of the Nuclear and Industrial Safety Agency, from the Japanese Party.

The signed document confirms the mutual interest of the both Parties in cooperation in the field of regulation of nuclear and radiation safety in frames of the Agreement between the Government of the Russian Federation and the Government of Japan on Cooperation in Atomic Energy Peaceful Uses, which entered into force on May 3, 2012.

“Signing the Memorandum on Cooperation will be an important stage in development of bilateral cooperation between Rostechnadzor and the Nuclear and Industrial Safety Agency of Japan”, said Mr. Alexey Ferapontov. “Further steps might be preparation and agreement of certain topics in frames of cooperation streams envisaged by the Memorandum, and subsequent elaboration on its basis of the lateral action plan”.

The Memorandum stipulates that in line with the legislation of the Russian Federation and Japan, the Parties will cooperate in the field of regulation of nuclear and radiation safety in atomic energy peaceful uses in the following areas:

• legislation in the field of nuclear and radiation safety;
• licensing of activities in atomic energy peaceful uses;
• control and supervision activity, including preparation and implementation of inspection programs;
• management of radioactive wastes and spent nuclear fuel, including transport and secure storage thereof;
• physical protection of nuclear facilities, radiation sources, storage facilities, nuclear materials and radioactive wastes;
• quality assurance for equipment of nuclear facilities;
• emergency preparedness and emergency response;
• training of the regulatory body personnel;
• other areas according to mutual agreement of the Parties.

The Memorandum shall not be treated as the international treaty; it invokes no rights and commitments regulated by the international law. The document shall be applied from the date of signing and last for five years with the possibility of further prolongation.
