19th Plenary Session of the Technical Committee 85 “Nuclear Energy” of the International Organization for Standardization

24.02.2014 Within June 2–6, 2014 the 19th Plenary Session of the Technical Committee 85 “Nuclear Energy” of the International Organization for Standardization (ISO/TC 85), its subcommittees, working and consulting groups will take place in Moscow. Leadership and experts of the national bodies for standardization, specialists in nuclear power industry from more than 20 countries of the world will participate in the Session. The Plenary Session is being arranged by the Federal Agency on Technical Regulating and Metrology (Rosstandart), the State Corporation Rosatom, the Federal Environmental, Industrial and Nuclear Supervision Service of Russia (Rostechnadzor), SEC NRS, VNIIAES JSC, FSUE VO “Safety”.

The purpose of the oncoming Plenary Session is to discuss issues related to development and adoption of the international standards, discussion of the reports of group leaders, committee secretaries and subcommittees on the work performed since the previous Plenary Session, as well as review and approval of the strategic plans for the future.

The International Organization for Standardization (hereinafter to be referred to as ISO) deals with development of international standards, which are adopted on the basis of consensus. The international standards are of voluntary nature. ISO was founded in 1947 and has published more than 19500 international standards ever since. ISO activity covers standardization in all fields, except for electrotechnics and electronics referring to the competence of the International Electrotechnical Commission (hereinafter to be referred to as IEC). Besides standardization, ISO deals with the issues of certification. Today, there are 164 member-countries of ISO. The structure covers around 3368 technical agencies involved in development of standards. Russia is represented in ISO by the Federal Agency on Technical Regulating and Metrology as a committee, i.e. the member of ISO. Nowadays, there are 289 committees in the scope of ISO.

One of the leading ISO technical committees directly developing international standards in the field of atomic energy use is ISO/TC 85 “Nuclear Energy”. For the time of existence the committee and its subcommittees has prepared and published above 150 international standards.
Up to date, the priority directions in the activity of ISO/TC 85 are as follows:

* expansion and promotion of the international cooperation in the field of development and updating ISO standards in the part of nuclear power and nuclear technologies, including issues related to the use of ionizing radiation;
* participation in the international activity to solve issues related to Fukushima Daiichi NPP accident, as well as assistance to the IAEA in updating of a Safety Standards Series, development of ISO standards regarding accident management at NPPs;
* adaptation of the existing ISO standards to certain needs of nuclear power industry.
* ISO/TC 85 consists of three subcommittees:
* ISO/TC 85/SC 2 “Radiological Protection”;
* ISO/TC 85/SC 5 “Nuclear Fuel Cycle”;
* ISO/TC 85/SC 6 “Reactor Technology”,

and three independent working groups:

* ISO/TC 085/WG 1 “Terminology”;
* ISO/TC 085/WG 3 “Dosimetry for radiation processing”;
* ISO/TC 085/WG 4 “Management Systems and Conformity Assessment”.

The activity of ISO/TC 85 on the whole is aimed at development of a systematic approach to safe use of nuclear and radiation technologies for peaceful purposes.

The national committee, which is entrusted functions of permanently operating national working body in ISO/TC85 is the Russian Technical Committee for Standardization TC 322 “Nuclear Engineering”, which includes the following subcommittees:

* “Nuclear Radiation Protection” (SC1);
* “Nuclear Fuel. Radioactive Wastes” (SC2);
* “Reactor Technologies” (SC3);
* “Instrumentation and Control Systems in Nuclear Industry” (SC4);
* “Nuclear Industry Metrology” (SC5);
* “Nuclear Industry Construction” (SC6).

The committee is headed by Mr. Ferapontov, State Secretary and Deputy Chairman of Rostechnadzor.
