State Secretary – Deputy Chairman of Rostechnadzor Аlexander Rybas  had answered media questions related to the certification of experts in industrial safety area 21.10.2015 On October 21, 2015 State Secretary – Deputy Chairman of Federal Environmental, Industrial and Nuclear Supervision Service (Rostechnadzor) Alexander L. Rybas held the press-conference “Certification of industrial safety experts”.

He recalled that certification is in progress in correspondence with the Resolution of the Government of the Russian Federation No. 509 “On Certification of Experts in the Area of Industrial Safety” (dated from May 25, 2015). “In furtherance of the mentioned Resolution provided by the Government of the Russian Federation, the full package of regulatory and legal acts and intra-agency regulatory documents was developed. All of them were dully registered in the Ministry of Justice. Not only the staff members of the Service participated in this activity, but the representatives from leading scientific centers, institutions and expert community as well”- the State Secretary said. Workshops, opened days meetings, round-tables and discussions held by responsible groups of Rostechnadzor were organized under the context of this work.

The first exam for industrial safety expert-degree seeking applicants took place immediately in advance, - the State Secretary informed. – All applicants who pretended for the degree of industrial safety expert of the I-st and II-nd categories, were to pass examination composed with three stages. In respect to the applicants who pretended for the expert degree of the III-rd category, it was satisfactory to undergo the computer-aided testing and to solve situational tasks.

Aiming to pass the I-st stage of certification, it was necessary to take computer-aided testing, which included 200 questions. This number of questions was automatically generated by hardware and software complex with 15 thousand questions. All candidates to get higher category were to solve the list of situational tasks and to attend an interview. Not less than 7 members of certification commission were to assess the adequacy of situational tasks outputs. All arrangements implemented were designed to establish the level of knowledge checking considered as unique in respect to all applicants to receive the industrial safety expert degree.

Experts of the I-st and the II-nd categories get the right to carry out review of the high-hazardous facilities of the I-IV and II-IV classes correspondingly. Experts of the III-rd category will be able to carry out review regarding the III-IV classes of the high-hazardous facilities.

The commission on industrial safety experts certification included staff members of the Service Headquarters, its subordinated organizations, specialists with high level of expertise from research institutes and higher education institutions. “Aiming to exclude the problems related to of conflict of interests, the legislature had envisaged that the commission should not be composed of experts and employees from organizations which perform expert activities”, - Alexander Rybas added.

In conclusion of the press-conference, the State Secretary – Deputy Chairman of Rostechnadzor highlighted that “the formation of competent, responsible and independent community of experts is considered as the primary target of the work already started”. “This work has no other purposes”, - Alexander Rybas deduced.
