Ministry of Justice of the Russian Federation has registered new revision of “General Safety Provisions for Nuclear Power Plants”

05.02.2016 Federal regulations and rules in the field of the use of atomic energy “General Safety Provisions for Nuclear Power Plants” (NP-001-15), (or abbreviated OPB-88/15), establishes purposes and basic criteria of safety in relation to nuclear plants, as well as fundamental principles and general safety requirements to engineering and administrational measures directed at achieving of a nuclear plants’ safety. “General Provisions…” are applicable to all stages of the entire life cycle of nuclear plants, that are established by the legislation adopted in the field of the use of atomic energy.

“General Provisions…” were developed on the basis  of regulatory legal acts  of the Russian Federation with taking into consideration the  provisions of the Convention on Nuclear Safety, along with the recommendations produced by the international organizations (including the IAEA safety standards “Fundamental Safety Principles”. Safety Fundamentals No. SF-1; “Safety of Nuclear Power Plants: Design”. Specific Safety Requirements No.SSR-2/1 and “Safety of Nuclear Power Plants: Commissioning and Operation”, Specific Safety Requirements No. SSR-2/2).

“General Provisions…” are  issued in replacement of the federal regulations and rules in the sphere of the use of atomic energy “General Safety Provisions for Nuclear Power Plants” (or abbreviated OPB-88/97, NP-001-97, PNAEG-01-011-97).

This document is prepared through the efforts of the working group, which includes: Anatoly Bukrinskiy, Ph.D. in Technical Sciences; Mikhail Lankin, Ph.D. in Technical Sciences; Rashet Sharafutdinov Ph.D. in Technical Sciences (SEC NRS); Mikhail Miroshnichenko (Rostechnadzor); Victor Sidorenko, Doctor of Technical Science, Professor, the Corresponding Member of Russian Academy of Sciences (National Research Centre “Kurchatov Institute”); Victor Berkovich (“Atomenergoproekt”, JSC).

Order of the Federal Environmental, Industrial and Nuclear Supervision Service No. 572, “On approval of federal regulations and rules in the sphere of the use of atomic energy “General Safety Provisions for Nuclear Power Plants” dated of December 17, 2015 was registered by the Ministry of Justice of the Russian Federation on February 02, 2016 (No.  40939).
“General Provisions…”  will be published in the first issue of the “Nuclear and Radiation Safety” periodical for the year 2016.
