Federal Safety Regulations in the field of atomic energy use “Basic Rules on Accounting and Control of Radioactive Materials and Radioactive Waste in an Organization” (NP-067-15)

I. Purpose and scope

1. The Federal Safety Regulations in the field of atomic energy use “Basic Rules on Accounting and Control of Radioactive Materials and Radioactive Waste in an Organization” (hereinafter to be referred to as the Rules) were developed in line with the Federal Law of November 21, 1995 No. 170-FZ “On the Use of Atomic Energy” (Collection of Legislative Acts of the Russian Federation, 1995, No. 48, Article 4552; 1997, No. 7, Article 808; 2001, No. 29, Article 2949; 2002,No. 1, Article 2; No. 13, Article 1180; 2003, No. 46, Article 4436; 2004, No. 35, Article 3607; 2006, No. 52, Article 5498; 2007, No. 7, Article 834; No. 49, Article 6079; 2008, No. 29, Article 3418; No. 30, Article 3616; 2009, No. 1, Article 17; No. 52, Article 6450; 2011, No. 29, Article 4281; No. 30, Article 4590; No. 30, Article 4596; No. 45, Article 6333; No. 48, Article 6732; No. 49, Article 7025, 2012, No. 26, Article 3446; 2013, No.27, Article 3451), and Federal Law of July 11, 2011 No. 190-FZ “On Management of Radioactive Wastes and Amendments to Certain Legislative Acts of the Russian Federation” (Collection of Legislative Acts of the Russian Federation, 2011, No. 29, Article 4281) approved by the Decree of the RF Government of December 1, 1997 No. 1511 “About Approval of the Provision on Development and Approval of the Federal Safety Regulations in the Field of Atomic Energy Use” (Collection of Legislative Acts of the Russian Federation, 1997, No. 49, Article 5600; 1999, No. 27, Article 3380; 2000, No. 28, Article 2981; 2002, No. 4, Article 325; No. 44, Article 4392; 2003, No. 40, Article 3899; 2005, No. 23, Article 2278; 2006, No. 50, Article 5346; 2007, No. 14, Article 1692; No. 46, Article 5583; 2008, No. 15, Article 1549; 2012, No. 51, Article 7203).

2. The Rules stipulate the requirements to accounting and control of radioactive substances and radioactive wastes in the process of management thereof in the organizations, including organizations performing works and rendering services for operating organizations.

3. The Rules cover the activity on accounting and control of:
Radioactive substances, the activity of which is more or equal to the minimum significant activity or the specific activity of which  is more or equal to the minimum significant specific activity specified in the Table P 1 Appendix 1 to the Rules (for a mixture of radionuclides, if the sum of ratios of radionuclide activity certificate values to their table values exceeds 1), including those contained in nuclear fuel irradiated in nuclear reactor and unloaded to the storage area beyond the reactor core (hereinafter to be referred to as the nuclear fuel), in emissions to the atmosphere and discharges to the environment;
Radioactive wastes, including those located on the contaminated areas, on condition that the criteria of assigning to radioactive wastes (established by the Government of the RF) are met;

Nuclear materials, which are not subject to accounting in the national system for accounting and control of nuclear materials, the activity of which is more or equal to the minimum significant activity or the specific activity of which  is more or equal to the minimum significant specific activity specified in the Table P 1 Appendix 1 to the Rules (for a mixture of radionuclides, if the sum of ratios of radionuclide activity certificate values to their table values exceeds 1).

4. The requirements of the Rules shall not cover:

Radioactive substances applied at the development, manufacture, testing, operation and utilization of nuclear weapons and military nuclear power installations;

Nuclear materials, which are subject to accounting in the national system for accounting and control of nuclear materials.
