Alexey Aleshin, the Chairman of Rostechnadzor, noted in his congratulatory speech that SEC NRS, which was established for the purposes of scientific and technical support of the state safety regulation at atomic energy use, has evolved into the leading organization of the Russian Federation for solving practical tasks in regulation of nuclear and radiation safety.

The priority fields of SEC NRS concern are: implementation of the applied scientific R&D; preparation of legislative and regulatory legal acts required for nuclear and radiation safety assurance and regulation; development of the federal safety regulations in the field of atomic energy use; provision of the state safety regulation in the field of atomic energy use.

As mentioned by Mr. Aleshin, the SEC NRS leadership and employees have a success in solving the assigned tasks. “Over a 30-year period the highly-qualified team of the Centre expert specialists has been participating in the full spectrum of works aimed at elaboration and enactment of the framework of federal regulations, rules and technical documents in the field of atomic energy use, performance of the review of materials that substantiate nuclear and radiation safety of nuclear facilities and activities, as well as conduct of scientific researches to justify the principles and criteria of nuclear and radiation safety,” highlighted Mr. Aleshin.

SEC NRS team has achieved an impressive breakthrough in the field of international cooperation with a number of outstanding foreign organizations, such as the IAEA, the Nuclear Energy Agency within the Organisation for Economic Co-operation and Development (NEA OECD), the Western European Nuclear Regulators Association (WENRA), the European Technical Safety Organisation Network (ETSON), the Technical and Scientific Organization Forum (TSOF), the Forum of the State Nuclear Safety Authorities of the Countries Operating WWER Type Reactors (WWER Forum). The Centre also fruitfully interacts with the CIS countries, the State Corporation “Rosatom”, the Russian Academy of Sciences, enterprises and organizations of Russia working in the field of atomic energy use.

“I’m sure, that being supported by long-term experience and professionalism of its team, the Centre will successfully proceed in its activity aimed at enhancement of the state safety regulation in the field of atomic energy use,” underlined Mr. Aleshin and wished new achievements, sound health and prosperity, stability and confidence in the future to the whole team of SEC NRS current and long-service employees.

Alexander Khamaza, the Director of SEC NRS, in his turn, told about the history of SEC NRS establishment, about the goals and tasks that are faced by the organization, about the scientific and international cooperation and etc. While speaking on the subject of direction for the further development, Mr. Khamaza noted, that SEC NRS will continue implementation of the Concept for Enhancement of the Safety Regulation Framework and Standardization in the Field of Atomic Energy Use, of the actions from the Federal Target Program “Nuclear and Radiation Safety” (including development of the integrated nuclear and radiation safety analysis, evolution of the Information and Analytical Center of Rostechnadzor, preparation of draft National Reports of the Russian Federation), as well as elaboration and introduction of the risk-oriented approach. Moreover, evolvement of scientific researches related to safety will be continued.

Let us remind, that on February 23, 1987 the Council of Ministers of the USSR adopted Resolution No. 228 “About Measures on Effectiveness Improvement and Supervision Activities Enhancement for Safety in Nuclear Energy”, by which it enacted the Provision on the State Committee of the URRS on Safe Implementation of Activities in Nuclear Energy (Gosatomenergonadzor of the USSR). In pursuance of the Resolution of the USSR Council of Ministers No. 228 dated of February 23, 1987, Gosatomenergonadzor of the USSR issued Order No. 58 “About Establishment of Scientific and Engineering Centre on Safety in Nuclear Energy” (dated of May 12, 1987).

By the Order of Rostechnadzor No.1021 “On Approval of the List of the Federal Budgetary Enterprises under the Competence of the Federal Environmental, Industrial and Nuclear Supervision Service and on its Submission to Russian Federal Treasury” (dated of October 28, 2010), the federal budgetary enterprise “Scientific and Engineering Centre for Nuclear and Radiation Safety” was included into the list of federal budgetary organizations subordinating to Rostechnadzor.

By the Decision of the Federal Environmental, Industrial and Nuclear Supervision Service from June 10, 2013, SEC NRS was assigned to organization of scientific and technical support to Rostechnadzor. The Centre was established aiming to collect and apply new scientific knowledge for scientific and engineering support of nuclear and radiation safety regulation, including analysis and substantiation of criteria and requirements for nuclear and radiation safety at atomic energy use for peaceful and military purposes.
