Discussion of emergency preparedness and response at the 12th International Nuclear Forum “Safety of Nuclear Technologies” in St. Petersburg 06.09.2017

The 12th International Nuclear Forum “Safety of Nuclear Technologies” will be held from 11 to 15 September in the St. Petersburg branch of ROSATOM CENTRAL INSTITUTE FOR CONTINUING EDUCATION AND TRAINING (ROSATOM-CICE&T). The main Forum’s topic for 2017 is “Emergency Preparedness and Response”. 

Issues of emergency preparedness and response play the most important role in the system of safety of nuclear industry, since consequences of any nuclear or radiological emergency become the problem of regional or global importance. For efficient emergency response there is a necessity in the proven mechanism of real-time notification, information share, rendering assistance, as well as in the international legal framework and national emergency management systems, built in compliance with the international standards and norms. 

Representatives of 11 countries and of more than 50 organizations, related to the nuclear industry, will meet in the St. Petersburg branch of ROSATOM-CICE&T to discuss the above-mentioned issues, and paths for development and enhancement of the emergency preparedness and response system. 

The official opening of the Forum is appointed on September 12 (Tuesday), where the welcome speech will be provided by Sergey RAIKOV, Director of the Department for Nuclear and Radiation Safety, Licensing and Authorization Activities, State Atomic Energy Corporation “Rosatom” and by Tair TAIROV, Vice Rector – Director of St. Petersburg Branch, ROSATOM-CICE&T. The following representatives of the Council of the Russian Federation and State Duma will take part in the Forum: Alexey Dmitrenko, the member of the Federation Council Committee on economic policy; Denis Kravchenko, Deputy Chairman of the State Duma Committee of the RF Federal Assembly on economic policy, industry, innovative development and entrepreneurship; Andrey Vetluzhskikh, the member of the State Duma Committee of the RF Federal Assembly on economic policy, industry, innovative development and entrepreneurship; and Sergey Boyarskiy, the member of the State Duma Committee of the RF Federal Assembly on ecology and environmental safety.

Within the Plenay Session on September 12 a large attention will be drawn to the issues of requirements of the Federal Safety Regulation and international cooperation in the field of emergency preparedness, as well as to the issues of prevention and mitigation of the nuclear terrorism and etc. 

In frames of the week schedule the topics will be taken up with regard to communication in crisis situations, public information relations for the case of a nuclear or radiological accident, radiation protection of population and personnel.  On September 14 (Thursday) the first half of the day will be devoted to the Master Class on psychological aspects of activities in the emergency response zone, while after the lunch time there will be held large-scale demonstration drills at the Training range of the Ministry of Emergency Situations. In the process of these demonstration drills the actions of the emergency rescue teams of the State Corporation ROSATOM and FSUE Scientific Research Institute for Industrial and Naval Medicine of the Federal Medical and Biological Agency of Russia will be demonstrated in conditions of various radiological emergencies.

Annually the Forum platform gathers leading specialists of nuclear power engineering and industry from various countries to share experience and enhance the safety level at the facilities with nuclear technologies. 

“This is a significant year for our institute: at the turn of the 50th anniversary we went into the new development stage, two weeks ago we completed our reorganization by merging the Central Institute for Continuing Education and Training of Rosatom with the Global Nuclear Safety Institute. As a result, there was established the ”Rosatom Technical Academy”, says Tair Tairov, Prorector-Director of the Saint Petersburg branch of Rosatom Central Institute for Continuing Education and Training “Rosatom Technical Academy”. “We are aimed at active work to prepare nuclear industry human resources both for Russia and a number of foreign countries. Herewith, we continue the tradition of hosting the International Nuclear Forum, and we will enlarge this platform for discussions, share of experience and elaboration of proposals for enhancement of the scientific and technical, legal and social aspects in the activity of nuclear industry and power production. We are glad to welcome the nuclear experts for the 12th time, and we did our best to pack the forum agenda with the main issues under the topic of the year, and also to supplement it with the exhibitions of emergency and rescue equipment and demonstration exercises. Emergency preparedness and response, as you know, is one of the most important links in the chain of safety assurance at nuclear facilities. This challenge will always be vital and it demands our overcare”. 

The leadership of the State Corporation ROSATOM, representatives from the IAEA, Rostechnadzor, executives and specialists of the Russian leading nuclear enterprises, scientific and research organizations, operating organizations and regulatory authorities from abroad will take part in the Forum.
