The draft law on assessment of computer codes applied in the nuclear power industry has passed in the first reading of the State Duma

On December 21, 2017 the State Duma has considered and adopted in the first reading the draft of the Federal Law No.313278-7 “On Introduction of Changes to the Certain Legislative Acts of the Russian Federation in the Part of Regulation of Safety Issues in the Field of Atomic Energy Use” submitted by the Government of the Russian Federation.

The Draft Law was developed by the Federal Environmental, Industrial and Nuclear Supervision Service of Russia (Rostechnadzor) in cooperation with the State Corporation Rosatom with a view to implement recommendations of the International Atomic Energy Agency.

The Draft Law envisages empowering of Rostechnadzor to establish the procedure for conduct of safety review for computer software, which are applied for safety analysis of nuclear facilities and (or) activities in the field of atomic energy use. In this case it is envisaged, that the safety review will be carried out by the technical support organization of Rostechnadzor.

Adoption of the amendments proposed by the Draft Law will render it possible to use valid data in the course of computer modeling of processes, which affect the safety of nuclear facilities’ operation, and also to formulate the industrial database of such codes. 

Moreover, the Draft Law allows for exclusion of the excessive regulation of issues related to operation of hydraulic engineering structures at nuclear facilities.

The Draft Law was submitted by Alexander Rybas, the State Secretary - Deputy Chairman of Rostechnadzor, in the course of the State Duma plenary session.
