NP-064-17 has come into effect

On January 7, 2018 the NP-064-17 “Accounting of External Natural and Man-Induced Impacts on Nuclear Facilities” has come into effect.

The above mentioned Federal Safety regulations stipulate the requirements to the accounting of external natural and man-induced impacts on nuclear facilities, radiation sources, nuclear material and radioactive substances storage facilities, disposal facilities for radioactive waste of categories I and II, considering the potential radiation hazard (of nuclear facilities) in the course of their siting, design, construction, operation and decommissioning (closure), including the requirements to:

  • engineering surveys and studies of processes, phenomena and factors of natural and man-induced origin;
  • stability and safety ensurance of nuclear facilities under external impacts;
  • engineered protective features of nuclear facilities against external impacts;
  • monitoring of external impacts.

The Federal Safety Regulations do not cover:

  • transport and transportable nuclear installations, as well as transport and transportable vehicles for transport of nuclear materials, radioactive substances and radioactive wastes;
  • external impacts caused by premeditated (terrorist, sabotage) actions, as well as those occurring during hostilities.

The Order of the Federal Environmental, Industrial and Nuclear Supervision Service of Russia is No.514 of November 30, 2017, registered in the Ministry of Justice on December 26, 2017 under the No.49461.
