Meeting of Session No. 3 "Safety of Nuclear Facilities" of the Scientific and Technical Council of Rosteсhnadzor

30.05.2019 On May 28, the meeting of Session No. 3 "Safety of Nuclear Facilities" of the Scientific and Technical Council of Rosteсhnadzor of the Federal Environmental, Industrial and Nuclear Supervision Service of Russia took place.

Agenda of the meeting:

Elaboration of the subject-matter of activities in frames of the State Order for SEC NRS for 2020-2022.

Having heard the report of Mr. R.B. Sharafutdinov, SEC NRS Deputy Director, on elaboration of the subject matter of activities in frames of the State Order for SEC NRS for 2020-2022, as well as upon discussions, the STC Session noticed:

Activities to be performed in frames of the State Order for SEC NRS are aimed at supporting the regulatory activity of the Federal Environmental, Industrial and Nuclear Supervision Service of Russia in the field of atomic energy use.

The State Order for SEC NRS shall be elaborated in compliance with the requests incoming from the Rostechnadzor Departments in frames of two Sections envisaged in the Federal List (Nomenclature) of State Services and Activities, approved by Rostechnadzor:

Section 4. Provision of measures on investigation of the causes of man-induced accidents, violations, incidents and emergency situations and elimination of consequences thereof.

Section 10. State Safety Regulation in Atomic Energy Use.

The List of the subject-matter of activities in frames of the State Order for SEC NRS for 2020-2022 includes both the ongoing, required to be continued activities, and newly planned ones and contains 25 activities for the year 2020.

Section 4. Provision of measures on investigation of the causes of man-induced accidents, violations, incidents and emergency situations and elimination of consequences thereof.

2020-2022. Continuously ongoing activities, items 1-7:

1. Analysis of violations in operation of nuclear power plants and annual reports of operating organizations on safety of nuclear power plants.
2. Analysis of violations in operation of nuclear research installations and annual reports of operating organizations on safety of nuclear research installations.
3. Analysis of information submitted by operating organizations on investigation of malfunctions and failures of NPP equipment and pipelines. Computed evaluation of NPP pipelines ruptures with the most dangerous defects judging by brittle and ductile rupture criteria. Support of the computer database on NPP equipment and pipelines defects with the proposals for regulatory decision-making.
4. Analysis of information on violations in operation of radiation sources.
5. Analysis of violations in operation of nuclear fuel cycle facilities and annual reports of operating organizations on safety of nuclear fuel cycle facilities.
6. Analysis of violations in operation of ships and other floating vessels with nuclear reactors and radioactive substances and annual reports of operating organizations on safety at opeeration thereof. Safety analysis for management of nuclear materials and radioactive substances onboard of floating vessels and their coastal infrastructure.
7. Analysis of violations in the systems of accounting, control and physical protection of nuclear materials and radioactive substances at nuclear facilities.

Section 10. State Safety Regulation in Atomic Energy Use.

2020-2022. Continuously ongoing activities, items 1-8:

1. Development of proposals on enhancement of the current regulatory documents based on the feedback from industry and Interregional Territorial Departments of Rostechnadzor.
2. Expert evaluation of operation of the reactor installation BN-800 at the stage of transition to full loading with the MOX-fuel with the proposals for regulatory decision-making.
3. Expert evaluation of operation of NPP power units of RBMK type with the proposals for regulatory decision-making.
4. Expert evaluation of thermohydraulic processes in VVER-type NPPs and fast neutron reactors in conditions of design-basis and beyond-design-basis accidents with the proposals for regulatory decision-making.
5. Execution of Rostechnadzor urgent instructions to support its regulatory activity in the field of atomic energy use.
6. Information and Engineering support to the Headquarters and Interregional Territorial Departments of Rostechnadzor in the regulatory activity in the field of nuclear and radiation safety.
7. Development and support to the Russian segment of the international network of safety regulatory authorities in atomic energy use with the account of recommendations of the International Atomic Energy Agency forinformation support to safety regulation at nuclear facilities.
8. Expert evaluation of the results of verification and validation of software applied for justification and (or) assurance of  nuclear facilities safety with the proposals for regulatory decision-making.

2020:

1. Drafting of amendments to the Federal Safety Regulations "Provision on the Procedure of Investigation and Accounting of Operational Occurrences at Nuclear Research Installations" (NP-027-10).
2. Drafting of the Safety Guide "Recommendations on Justification of the Residual Lifetime for Building Structures of Nuclear Facilities".
3. Drafting of the Federal Safety Regulations "Requirements to the Content of a Safety Analysis Report for Nuclear Maintenance Ships".
4. Expert evaluation of radiation load on VVER equipment with the purpose to develop  requirements to assessment of ageing forecasting for the equipment subject to reactor irradiation and radiation embrittlement of VVER reactor vessels under high fluences of neutrons, corresponding to 30-60 years of operation with the proposals for regulatory decision-making.

2020. New activities of the State Order–2020:

1. Derafting of the Safety Guide "Recommendations on Development of Quality Assurance Programs for Operation of Nuclear Power Plants and Nuclear Research Installations".
2. Drafting of amendments to the Safety Guide «Provision on the Contents of Safety Analysis Report for Nuclear Installations of Ships and other Vessels (Structures) and Coastal Infrastructure Objects" (RB-067-11).
3. Drafting of the Safety Guide "Recommendations on Categorization of Sabotage Consequences at a Radiation Facility".
4. Development of proposals on specification of the requirements in safety analysis reports for nuclear facilities in the part of accounting and control of nuclear materials, radioactive substances and radioactive wastes.  
5. Development of proposals on specification of the requirements in safety analysis reports for nuclear facilities in the part of physical protection of nuclear installations, radiation sources, storage facilities, nuclear materials and radioactive substances.  
6. Development of proposals on specification of safety requirements to radioactive waste processing plants, radioactive substances and radioactive wastes storage facilities, not belonging to nuclear fuel cycle facilities.

2021

Ongoing from 2020:

1. Development of proposals on specification of safety requirements to radioactive waste processing plants, radioactive substances and radioactive wastes storage facilities, not belonging to nuclear fuel cycle facilities.  
2. Expert evaluation of radiation load and activation characteristics of VVER equipment for the purpose of development of the requirements to assessment of the forecast of degradation and residual activity of equipment subject toreactor irradiation with the proposals for regulatory decision-making.

2022. Continuously ongoing activities of Section 4 items 1-7; Section 10 items 1-8

STC Session approved the list of subject-matter of activities in frames of the State Order for SEC NRS for 2020-2022, elaborated in response to the requests of Rostechnadzor Departments. It considers the proposals on subject-matter of activities in frames of the State Order for SEC NRS for 2020-2022 as entirely corresponding to the goals and challanges of the Rostechnadzor regulatory activity.
