RB-024-19 has come into effect

On July 7, 2019 the Safety Guide in atomic energy use “Recommendations for the Development of Level 1 Probabilistic Safety Analysis for Internal Initiating Events of a NPP Unit” (RB-024-19) has been put into effect. The Safety Guide contains recommendations of the Federal Environmental, Industrial and Nuclear Supervision Service of Russia on the development of Level 1 Probabilistic Safety Analysis for internal initiating events of a Nuclear Power Plant unit for all operation modes of a NPP unit including power operation, shutdown, cooldown, refueling, maintenance and repair of systems (elements), heating-up, startup, as well as the process of spent nuclear fuel transport within the NPP unit (for any type of reactor). RB-024-19 is intended to be applied by the design, engineering and operating organizations, and also by Rostechnadzor. Recommendations of the Safety Guide cover NPP units under construction and in operation. Level 1 Probabilistic Safety Analysis for internal initiating events of a NPP unit can be developed using any other approaches, than those recommended in the Safety Guide on condition they will be justified with regard to safety. RB-024-19 contains recommendations on targets, extent of implementation, scope and execution sequence for certain tasks of Level 1 Probabilistic Safety Analysis for internal initiating events, as well as content and scope of the reporting documentation on Level 1 Probabilistic Safety Analysis for internal initiating events.
