NP-106-19 has been put into effect

On December 10, 2019, the Federal Safety Regulations NP-106-19 “Provision on Procedure of Emergency Alerting, Urgent Information Transfer in Events of Radiation Hazard Situations at Nuclear Research Facilities” has been put into effect.

NP-106-19 stipulates:

  • criteria and procedure for alerting about “Emergency preparedness” and “Emergency situation” states in events of radiation hazard situations at nuclear research facilities;
  • procedure for alerting and urgent information transfer in events of radiation hazard situations at nuclear research facilities;
  • requirements to engineering and organizational measures (including emergency response exercises and drills) taken by operating organization for emergency response to radiation hazard situations at nuclear research facilities.

The procedure for bringing the nuclear research facilities in compliance with the mentioned Provision, as well as the terms and scope of necessary actions, shall be specified for each case individually in the terms and conditions of a license for nuclear research facility siting, construction, operation or decommissioning.

The requirements of the Federal Safety Regulations NP-106-19 cover all nuclear research facilities under design, construction, operation and decommissioning.
