Enactment of NP-030-19 and Revocation of NP-030-12

On April 21, 2020 the Federal Safety Regulations “Fundamental Rules on Accounting and Control of Nuclear Materials” (NP-030-19) are coming into effect.

The Regulations stipulate the fundamental principles, requirements and criteria for the national accounting and control of nuclear materials in any chemical compounds, physical shapes and aggregate states, mandatory for execution by all legal entities, despite of their legal organizational form and form of ownership for the nuclear materials, involved in the activity of nuclear materials production, use, processing, storage, transportation, export, import and transition across the Russian Federation national boundary.

The requirements of the Regulations do not cover the nuclear materials, which are used in the process of development, manufacture, testing, operation and disposal of nuclear weapons and military-oriented nuclear facilities.

In the context of enactment of the mentioned Regulations NP-030-12 “Fundamental Rules on Accounting and Control of Nuclear Materials”, the Regulations approved by the Order of the Federal Environmental, Industrial and nuclear Supervision Service of Russia of April 17, 2012 No. 255 (registered by the Ministry of Justice of Russia on August 17, 2012 under the No. 25210) are recognized as repealed.
