Repeal of 11 Safety Guides

On June 18, 2020, the Federal Environmental, Industrial and Nuclear Supervision Service of Russia approved the Order “On Recognition of Some Acts of the Federal Environmental, Industrial and Nuclear Supervision Service of Russia as Repealed, and also on Recognition of Some Acts of the Federal Inspectorate of Russia for Nuclear and Radiation Safety and of the Federal Atomic Supervision Service as not liable to be applied”, and accordingly:

  1. The following Orders of the Federal Environmental, Industrial and Nuclear Supervision Service of Russia are recognized as repealed:
    • dated of August 7, 2009 No. 690 “On Approval and Enactment of the Safety Guide “Safety Assessment of Radioactive Waste Management at the Techa Cascade of Reservoirs during Radioactive Waste Processing and Storage” (RB-049-09);
    • dated of June 8, 2010 No. 465 “On Approval of the Provision on the Accuracy Improvement in Respect to Prognostic Assessments of Radiation Characteristics of Environment Contamination and Radiation Exposures for Population and Personnel”;
    • dated of November 7, 2012 No. 645 “On Approval of the Safety Guide “Final Survey and Clearance of Nuclear Research Installations from the Federal State Supervision in the Field of the Use of Atomic Energy” (RB-079-12);
    • dated of November 22, 2012 No. 680 “On Approval of the Safety Guide “Data Development and Transfer within the Frames of System on Information Support to State Control of Nuclear Research Installations during Normal Operation and in Accidents” (RB-077-12);
    • dated of May 15, 2013 No. 209 “On Approval of the Safety Guide in Atomic Energy Use “Identification of Reasons and Conditions of Requirements Violations in Respect to Safety Ensuring in the Course of the Use of Atomic Energy” (RB-083-13).
  2. The Decree of the Federal Environmental, Industrial and Nuclear Supervision Service of Russia dated of December 27, 2006 No. 14 “On Approval and Enactment of the Safety Guide “Analysis of Control Results and Status Assessment in Respect to Nuclear and Radiation Safety of Nuclear Research Installations” (RB-037-06) is recognized as repealed.
  3. The following documents are recognized as not liable to be applied:
    • The Decree of the Federal Inspectorate of Russia for Nuclear and Radiation Safety dated of December 29, 1998 No. 4 “On Approval and Enactment of the Safety Guide RB-004-98 “Requirements to Certification of Control Systems Important for Nuclear Power Plants Safety”;
    • The Decree of the Federal Inspectorate of Russia for Nuclear and Radiation Safety dated of December 28, 2000 No. 18 “On Approval and Enactment of the Safety Guide RB-015-2000 “Requirements to the Composition, Contents and Procedure of Submission to the RF Gosatomnadzor of Information on Safety Status of Ships Nuclear Installations under Operation”;
    • The Decree of the Federal Inspectorate of Russia for Nuclear and Radiation Safety dated of April 5, 2001 No. 5 “On Approval and Enactment of the Safety Guide RB-016-01 “Requirements to Nuclear and Radiation Safety Analysis Report of Removal of Spent Fuel Assemblies during Implementation of “Lepse” Decommissioning Project”; 
    • The Decree of the Federal Inspectorate of Russia for Nuclear and Radiation Safety dated of June 4, 2001 No. 6 “On Approval and Enactment of the Safety Guide RB-017-01 “Requirements to the Quality Assurance Programme for Removal of Spent Fuel Assemblies during Implementation of “Lepse” Decommissioning Project”;
    • The Decree of the Federal Inspectorate of Russia for Nuclear and Radiation Safety dated of December 19, 2001 No. 15 “On Approval and Enactment of the Safety Guide “Assessment Methodology of Iodine Combinations Emissions into Atmosphere in the Event of Accident at VVER-1000 Reactor NPPs” (RB-020-01);
    • The Decree of the Federal Atomic Supervision Service dated of April 21, 2004 No. 3 “On Approval and Enactment of the Basic Recommendations for Implementation of Probabilistic Safety Analysis for Nuclear Power Plant” (RB-032-04).
