Enactment of the Safety Guide RB-021-21 "Recommendations to the Development of the Probabilistic Safety Analysis (Level 1 PSA) for NPP Power Unit in Case of Initiating Events Caused by External Impacts"

20.05.2021 On May 19, 2021 the Safety Guide RB-021-21 "Recommendations to the Development of the Probabilistic Safety Analysis (Level 1 PSA) for NPP Power Unit in Case of Initiating Events Caused by External Impacts" was put into effect.

The Safety Guide contains recommendations of the Federal Environmental, Industrial and Nuclear Supervision Service of Russia on the development of the Probabilistic Safety Analysis (Level 1 PSA) for a NPP power unit in case of initiating events caused by external impacts of natural and man-induced origin for all normal operation modes of a power unit, including power operation, shutdown modes, cooldown, refueling, maintenance and repair of systems (elements), heating up, and startup with the account of all locations of nuclear materials at the NPP power unit. RB-021-21 does not cover seismic loads.

Recommendations of the Safety Guide specify the goals, scope, amount and sequence for implementation of certain tasks, as well as the contents and volume of the reporting documentation together with the quality of the PSA performed for external impacts.

RB-021-21 is intended to be used by design organizations, operating organizations in the course of implementation of the activities related to design, construction, and operation of NPP units, and by Rostechnadzor for supervision over NPP units safety.
