Enactment of NP-107-21

On June 8, 2021 the Federal Safety Regulations NP-107-21 "Rules for Design and Safe Operation of Reactor Unit Vessel, Equipment, Pipelines and Internals of the Lead-Cooled Nuclear Power Installation" are coming into effect.

The Federal Safety Regulations covers lead-cooled nuclear power installations and stipultes fundamental requirements to the arrangement, design, engineering, manufacture, mounting an operation of:

  • the reactor unit vessel;
  • the reactor internals;
  • the equipment and pipelines being in continuous or periodic contact with the lead coolant and (or) shielding gas upstream of the first cutoff valve or hydraulic lock of the reactor unit vessel;
  • the equipment and pipelines of the secondary steam water circuit of the steam generator upstream of the second (cutoff or check) valve on the side of the steam generator.

The Regulations does not cover:

  • the reactor core elements, including fuel elements, fuel assemblies, absorbing elements, reflector and protection units, and isotope assemblies;
  • the mechanical mobile and electric devices inside the equipment (mechanisms of rehandling facilities, drawing bars, guide bar, shafts, actuator drives of the control and protection system);
  • the devices inside the casings of equipment or pipelines intended for check of their operability;
  • the sealing elements of joint connections of the equipment;
  • the pipelines of monitoring and diagnostic systems of the reactor unit vessel, the equipment and pipelines located downstream of the first (on the side of the equipment) isolation valve and assigned to Safety Class 3 in line with the Federal Safety Regulations in the Field of Atomic Energy Use "General Safety Provisions for Nuclear Power Plants" approved by the Order of the Federal Environmental, Industrial and Nuclear Supervision Service of Russia of December 17, 2015 No. 522 (registered by the Ministry of Justice of Russia on February 2, 2016 under the registry No. 40939) with the nominal inner diameter less than 15 mm;
  • the supports and hangers of pipelines;
  • the equipment and pipelines of the nuclear power installation, which were not covered in Article 2 of the mentioned Regulations, the arrangement, design, engineering, manufacture, mounting and operation of which are regulated by the Federal Safety Regulations in the Field of Atomic Energy Use "Rules of Design and Safe Operation of Equipment and Pipelines of Nuclear Power Installations" approved by the Order of the Federal Environmental, Industrial and Nuclear Supervision Service of Russia of December 17, 2015 No. 521 (registered by the Ministry of Justice of Russia on February 9, 2016 under the registry No. 41010) with amendments introduced by the Orders of the Federal Environmental, Industrial and Nuclear Supervision Service of Russia of January 17, 2017 No. 11 (registered by the Ministry of Justice of Russia on March 22, 2017 under the registry No. 46096) and of November 19, 2019 No. 442 (registered by the Ministry of Justice of Russia on December 25, 2019 under the registry No. 56980).

The requirements of NP-107-21 are subject to mandatory execution by the operating organizations, and also by organizations performing works and rendering services in the field of atomic energy use.
