For the first NPP, Bangladesh chose the Russian project with VVER-1200 reactors, that had been successfully implemented at the Novovoronezh NPP-2 Unit 1. That was the project of Generation III+, which fully complied with all the current international safety requirements.

The Agreement between the Federal Environmental, Industrial and Nuclear Supervision Service of Russia (Rostechnadzor) and the Ministry of Science and Technology of Bangladesh on cooperation in the field of nuclear and radiation safety regulation in nuclear energy peaceful use was signed in Moscow on February 27, 2012.

In accordance with the Decree of the Government of the Russian Federation of 15.04.2014 No. 339 "About cooperation on the issues of development of the national systems for nuclear and radiation safety regulation in nuclear energy peaceful use in countries, which are customers for construction of the Russian design nuclear facilities" the Federal Environmental, Industrial and Nuclear Supervision Service of Russia is a body that is authorized to carry out in line with the established procedure the cooperation with the public authorities of countries, which are customers for construction of the Russian design nuclear facilities, on the issues of development of the national systems for nuclear and radiation safety regulation in nuclear energy peaceful use, including the development of the legal and regulatory framework, systems of licensing and supervision in the mentioned field, as well as on the issues of arrangement of personnel training for nuclear and radiation safety regulatory bodies of such countries.
