The first Dialogue Forum “Industrial Safety – the Responsibility of the State, Business and Society” was finalized in Moscow 07.10.2015

On October 1-2, 2015 the international multimedia press-center of International News Agency “Russia Today” in Moscow hosted the first Dialogue Forum “Industrial Safety – the Responsibility of the State, Business and Society”. This Forum was organized due to the efforts from the Public Council under Federal Environmental, Industrial and Nuclear Supervision Service, the Public Council under the Ministry of Industry and Trade of the Russian Federation, Non-governmental ecological fund n.a. Vladimir Vernadsky, the Russian Ecological Academy, Scientific and Research Institute on environmental problems with the support from Federal Environmental, Industrial and Nuclear Supervision Service.

The purpose of the first Dialogue Forum is creation of permanent space for the dialogue between the State, Business and Society regarding issues aimed at industrial safety system effectiveness improvement in oil and gas, chemical, petrochemical, miming engineering and coal-mining sectors of industry, the mechanical-engineering complex, the military-industrial complex and the building complex; this Dialogue Forum is seeking to ensure safety when implementing the use of atomic energy. It addresses the challenge on openness and transparency increasing in the course of decision-making and solutions implementation in that sphere. This Dialogue Forum is designed to improve the inter-agency collaboration in that respect and to increase awareness and responsibility of enterprises and organizations, which activity is subject to regulation and monitoring by the State.

This event was attended by the representatives from bodies of state authority: the Government of the Russian Federation, the Ministry of Industry and Trade of the Russian Federation, the Ministry of Energy of the Russian Federation, the Ministry of Civil Defense, Emergencies and Disaster Relief of the Russian Federation, the Ministry of Natural Resources and Environment of the Russian Federation along with their subordinated organizations and regional offices, the Federation Council and State Duma of the Federal Assembly of the Russian Federation; representatives from regional departments of Rostechnadzor and big industrial companies and corporations: ROSTEC State Corporation, Atomic Energy Corporation “Rosatom”, JSC “Gazprom”, JSC “Tatneft”, PJSC “Lukoil”, JSC “NOVATEK”, JSC “Rosneft”, JSC “SUEK” and other enterprises. The Dialogue-Forum welcomed representatives from public institutions: the Civic Chamber of the Russian Federation, Public Councils under Rostechnadzor and the Ministry of Natural Resources and Environment of the Russian Federation and State Corporation “Rosatom”, referee professional communities and mass media. This Dialogue-Forum has brought together more than 1000 participants.

The Dialogue-Forum included the plenary meeting “Industrial Safety – the Responsibility of the State, Business and Society”. In parallel, thematic round tables discussions took place. They were devoted to pressing aspects in the spheres of industrial and ecological safety:

  • Round table №1: “Ways of improving state energy supervision”.
  • Round table №2: “Current issues of safety regulation at nuclear facilities”.
  • Round table №3: “Current challenges in the sphere of safe oil and gas industry and petrochemical industry”.
  • Round table №4: “Current challenges of state construction supervision ensuring”.
  • Round table №5: “Current challenges in the field of safety ensuring of ore mining, coal- mining and metals industries”.
  • Round table №6: “Current challenges in the field of industrial safety of the military-industrial complex and machine-building complex”.

The representatives of science and professional communities and self-regulating organizations considered as the committed stakeholders were invited to participate in Dialogue-Forum following the purposes of interactions improvement between the State and the Business and effectiveness enhancement of public oversight for the State functions implementation on regulation and supervision as well as to strengthen social responsibility of the business in the sphere of industrial and ecological safety.

Director of National Research Centre “Kurchatov Institute”, the scientific supervisor of the Technological Platform “Industry and Energy Integrated Safety and Security” and the Corresponding Member of Russian Academy of Sciences Mr. Mikhail V. Kovalchuk was the Chairperson of this Dialogue-Forum. Mr. Alexey Aleshin, Chairman of Federal Environmental, Industrial and Nuclear Supervision Service was appointed to chair the Organizational Committee and Mr. Vladimir Grachev, the Head of the Public Council under Rostechnadzor and the Corresponding Member of Russian Academy of Sciences, and Mr. Nikolay Aleshin, the academician of Academy of Sciences, the member of the Public Council under Rostechnadzor and the President of self-regulated organization Nonprofit Partnership “National Agency for Non-Destructive Testing and Welding” (NP “NAKS”) - were nominated as the Deputy Chairmen for the Organizational Committee.

The representatives from SEC NRS took part in Round table No. 2 discussion: “Urgent issues of safety regulation at nuclear facilities”.

Basic topics for discussion were as follows:

  • Current status of nuclear and radiation safety in the Russian Federation at nuclear facilities: various achievements and challenges (consideration of information presented by “the operator” and “the regulator”).
  • Current challenges of nuclear and radiation safety including issues of safety provision in the course of closure of nuclear fuel cycle and final isolation of high-active waste.
  • Legal framework for nuclear and radiation safety regulation including its current status and main tendencies for development.
  • Monitoring, prognosis and provision of scientific and technical support in the course of radiological accident.
  • Safety culture when implementing the use of atomic energy.
  • Addressing of problems recognized in respect to nuclear and radiation safety provision by means of programme and result-oriented method (the existing and planned Federal Target Programme “Provision of Nuclear and Radiation Safety”).

On October 1, 2015 the Round table No. 2 discussions included thematic presentations delivered by:

  • Mr. Ferapontov Alexey Viktorovich – Deputy Chairman of Federal Environmental, Industrial and Nuclear Supervision Service and the moderator of the Round table - made presentation titled “Status of Nuclear and Radiation Safety Regulation at Nuclear Facilities of the Russian Federation”;
  • Mr. Adamchik Sergey Anatolijevich – general inspector of Atomic Energy Corporation “Rosatom”– made presentation titled “Pressing Challenges of Nuclear and Radiation Safety”;
  • Mr. Arutyunyan Rafael Varnazovich – Deputy Director of Nuclear Safety Institute in charge for research work and coordination of promising scientific developments, Dr. Phys-Math.Sci., professor – made presentation titled “Emergency Situations of Radiological Nature. Experience dealt with Monitoring, Prognosis and Scientific and Technical Support in Respect to Response”;
  • Mr. Polyakov Yuri Dmitrievich – Director of “National Operator for Radioactive Waste Management”, FSUE, presented report titled: “The Concept to Establish Underground Research Laboratory of the Final Isolation Site for High-level Waste in Krasnoyarsk region alongside to Mining and Chemical Combine”.

On October 2, 2015 the following participants made presentations:

  • Mr. Khamaza Alexander Alexandrovich – Director of SEC NRS, Vice-president of the European Technical Safety Organizations Network (ETSON), gave presentation “Safety Culture when Implementing the Use of Atomic Energy”;
  • Mr. Sidorenko Viktor Alekseevich – Adviser to Director of National Research Centre “Kurchatov Institute”, the Corresponding Member of Russian Academy of Sciences, Doctor of Engineering, presented report “Nuclear Safety within the Boiler of Life”;
  • Mrs. Supataeva Olga Abramovna – leading research fellow of the Sector of entrepreneurial law under Institute of State and Law of Russian Academy of Sciences, Cand. Sc. (Law) made presentation “The Tendencies of Nuclear Law Development”;
  • Mr. Linge Igor Innokentievich – Deputy Director of Nuclear Safety Institute of RAS in charge for information and analytical assistance in respect to the multifaceted problems of nuclear and radiation safety. He gave presentation titled “The concept of the Federal Target Programme “Ensuring of Nuclear and Radiation Safety for 2016-2020 and for the Period until 2025” and the Share of Potential Dangerousness Factor regarding Nuclear Facilities in the Course of Selection of Particular Arrangements”;
  • Mrs. Amelina Marina Evgenievna – General Director of “Nuclear Insurance Broker”, JSC. She gave presentation titled “Pressing Questions of Nuclear Insurance”.

Participation in this Dialogue-Forum of the three pillars representatives - the government authorities, the business and non-governmental organizations – has permitted to develop effective interaction instrument needed for. Such interaction instrument is based on implementation of common responsibility and consideration of mutual interests. Particular emphasis was given to the convergences between the industrial safety and industrial policy that is under development.
